Although back in March Charlottesville Circuit Court Judge Edward Hogshire sentenced William N. Beebe to 10 years behind bars– with all but 18 months suspended– it seems Beebe won't serve even that abbreviated sentence for his role in a 1984 sexual assault in a fraternity house. In fact, the Hook has learned Beebe is now counting the days until his release, which has been officially scheduled for 8am on September 17. He will have served six months and two days.

How can Beebe– considered legally to be a violent sex offender– be released so quickly?

Beebe's parole officer, Jeff Leonard, declined comment, and Beebe's attorney, Rhonda Quagliana, did not immediately return the Hook's call. Deputy Commonwealth's Attorney Claude Worrell, who prosecuted Beebe, says that the 42-year-old former real estate agent was sentenced under guidelines in force at the time of his crime, nearly 23 years ago.

At that time, people convicted of even violent offenses were eligible for discretionary parole after serving a small fraction of their sentence, and parole became mandatory after just one-third of the sentence had been served. Governor George Allen– who ran for office in 1994 on a platform of abolishing parole and revamping a system he recently called "lenient and dishonest"– made good on his promise during his first year in office.

The case made international news after Beebe, a recovering alcoholic, contacted his victim, Liz Seccuro, to apologize as part of a 12-step program. As detailed in a January 2006 Hook cover story in which Seccuro first went public, Beebe sent a letter of apology to Seccuro at her Greenwich, Connecticut home. "I harmed you," he wrote. In later emails, Beebe eventually admitted to raping Seccuro, although once she took that admission to the police, Beebe back-pedaled, and his lawyer termed the assault a "too-much-to-drink college sex event."

Seccuro declined comment on Beebe's release. However, it's the second surprise for her in the last month. In early July, police and prosecutors revealed they would no longer pursue an investigation into other attacks on Seccuro that allegedly occurred the same night in the Phi Kappa Psi fraternity house.

Upon his release, Beebe plans to move to Florida, where he has already registered as a sex offender.


"I crossed a line in the standards of conduct with Liz Seccuro," said William Beebe in November 2006. "I regretted that conduct immediately afterward and since. I always wanted to find some form of effective closure for both of us."

Hey Liz - this happened 23 years ago. You are never going to get over it. You are not the only person to have been raped. I know this is the most important thing in the world to you, but you aren't the only person on the planet. Instead of whining like a child, why don't you do redirect your effort into changing the world, instead of using every bit of attention to cry and cry about how you have been wronged by every detail of this case.

I have to pay taxes to fund this guy's prison bed. You, who ran away to New England, don't. If you still lived here, and things that happened in this area affected you, you might want the prison bed opened up for when they catch that gang of black kids assaulting people downtown.

Liz I feel sorry for your husband and the amount of crap he's got to take from his basketcase wife.

Poor people who steal to feed their families remain in prison longer than Beebe. Virginia Law classifies rape as a Felony Crime, not as a miscommunication between partners.

Ponder this,

A man is walking down the street, slightly intoxicated, just having left a party. He is heading towards his home. He sees an old friend; they stop and make small talk. Suddenly the old friend says, “Hand me your wallet”. The man is shocked because he knows this person and is confused why he would suddenly behave in such a demanding manner. He says “No”, but the old friend is taller and heavier and appears to mean business. The old friend does not have a gun or knife, yet the man is frightened. He protests but does not fight or scream because he is so frightened. He is unable to escape the situation. The old friend takes his wallet and runs off. A crime has just been committed. The police have no problem arresting the old friend for stealing. After all, he did not have the man’s consent to take the wallet. No one questions if the crime is due to the man’s slight intoxication. No one questions if the man should have fought and screamed. No one questions if a crime has been committed.

Then, later that night,

The police do nothing even though the man did not have the woman’s consent to take liberties with her body. Everyone asserts that the crime is due to the woman’s slight intoxication. Everyone questions why the woman did not fight and scream. Everyone questions if a crime has been committed. Why?

We do not talk openly about rape because the very idea of a man forcing himself onto a woman is revolting. The only rapes that seem to be prosecuted are the ones where a stranger breaks into a house or a woman is found dead and raped in a field. When "acquaintance rapes" occur, people assume that the woman must have done something to cause it to happen. These people are confusing rape with sex; that false assumption is the way they ease their conscience when they choose not to hold the man accountable and responsible for his actions. No other crime is handled this way. No other crime victims are treated this way.

At UVA, several of the male undergraduate students accused of committing sexual assault during the past few years demonstrate "predatory behavior". Many of these males have been identified to the Administration and accused multiple times of committing rape. Excerpts from a recent public on-line blog postings by a UVA male (accused of committing rape) show that he is a predator – he and his roommates have one goal - to go out at night, drink, and target drunk women for sex. None of his blogs talk about passion, romance, or even foreplay - only predatory bar behavior, the physical act of sex (which fits the description of "power assertive rapist" above), and comments that they never see the women again.

This crime of violence was committed by young men exhibiting predatory behavior. Time does not change that fact. Your solution to “move on” doesn’t provide an effective solution for the problem of sexual assault.

The beauty of free speech is that everyone is free to express an opinion. The power of speech is felt when an individual can effect change in the world with words.

I have never been raped or sexually assaulted. But that doesn't mean I can't comprehend the pain and anguish of those who have been victims of this type of crime. I choose to assist these women in their fight for justice because it's the right thing to do.

Fifty-two rapes were reported at UVA last year without one single arrest or student expulsion. If that statistic included an assault upon your daughter, sister, cousin, or wife, you would tell her to "get over it", or would you want to seek justice for her? It is an embarrassment to the community that the legal professionals turn a blind eye to sexual assault crimes. If the Commonwealth Attorneys and law enforcement professionals investigated these cases properly, the community would not be hearing about cases such as Beebe twenty years later.

The bottom line for me is simple: Adhere to the laws of Virginia. You do the crime, you do the time - now or 20 years later.

Steve A - does that stand for "asshole"???? Her blog is rather funny and not all about this case in many entries. I'm betting money that you feel the arrest of the serial rapist is just A-OK with you. Why? Because he's a stranger and a black man and a white fraternity admitted rapist.

You have obviously spent a lot of time Googling this victim....I'd be scared if I was Seccuro.

You sir, are the crack pot. Did you ever think that perhaps rape victims are just that - victims? What if she never came forward? People like you would never get to take shots at her. You are sick.

Liz, the man raped you. He apologized. He did time. Yeah, it was short. The guy who held a knife to my throat 19 years ago also did time. He didn't rape me, but that was because I was holding a baby at the time. Oh, did I mention he was smoking crack and drunk off his ass while committing the assault?

He served seven years. I didn't get an apology.

To those that support and help rape victims, thank you. Your work is certainly admirable. This case however, is about this case. There is clearly a lot more than meets the eye. I am tired of the 'how dare you doubt Seccuro' attitude. If the case was so clear cut there would be little to write about. While everyone is entitled to have an opinion, why is it most people don't want anything questioned?

For those that obviously do quite a bit of good work. Instead of riding the coat-tails of this case to get your message out, why don't you address this case if you are going to post under it? Specifically the misinformation and the lies. Before you ask, I'll give you one point (there are others). How does Seccuro go from remembering essentially everything to now changing her memory. The stories she has told, if you follow the chronological order, have changed. Go to the Dateline story and in her own words she describes going "unconscious" as a result of the attack. Now the story appears to be I was drugged and don't remember everything. In another story it only affects her limbs. I'll have to admit it is convenient. Or lets try the I'm so surprised and I had no idea acting job she pulls as a result of the announcement of Beebee's release. I'm stunned. I'm shocked. Really, well why don't you remember what was testified to back in March as reported by another newspaper. "A probation officer testified in March that Beebe could be paroled under the old rules after as little as five months." She apparently was told this very well could happen. Another memory change?

I would suggest to you she is a media beast. She has been so loud that nobody wants to question her. Where is the media responsibility in this? It has been sensationalism not journalism.
