COVER- Cold Case? Alicia Showalter Reynolds & the fall and rise of Darrell Rice

Two-part series
This week's story is mostly about the terrors on Route 29, a series of illicit pull-overs that culminated in the 1996 disappearance and murder of Alicia Showalter Reynolds. Next week: the Shenandoah National Park murders.

The white wooden cross has broken free of the guardrail and lies on the shoulder as cars rush past; its red bow and artificial greenery, buffeted by blustery spring winds, have flipped over and come to rest in the gravel and dust.

As cars flew past that spot on a March day in 1996, some drivers noticed a young woman standing near her white Mercury Tracer on the shoulder and talking to a man whose pickup truck was parked nearby. The hood of the car was up, and the man and woman were studying the engine; some observers saw her getting into his truck. She was never seen alive again.

Since then, her name-- Alicia Showalter Reynolds-- has been etched into the minds of many Central Virginians because of what happened to her that day. But the man was never found. Or was he?

Some believe the man at the side of the road was Darrell David Rice-- and federal prosecutors believe that less than three months after Alicia disappeared, he murdered two women in the Shenandoah National Park.

Rice, who has been held nearly 10 years for another crime in the Park, will be released from federal prison in two months, and his attorneys say it's unfair to link his name to other crimes. Indeed, 11 years after Alicia's disappearance, State Police have yet to charge anyone with her murder.

Even so, Darrell Rice continues to be a suspect in the three killings in 1996-- which, for women in Central Virginia, was a very bad year.

As soon as Alicia's disappearance was announced, calls began flooding Virginia State Police headquarters in Culpeper from other women reporting that they too had been stopped along Route 29, usually in the Culpeper area, by a man in a pickup who would flash his lights and gesture. If the woman pulled over, he would park nearby and tell her that something was wrong with her car-- usually, that sparks were coming from underneath. Then, saying it wouldn't be safe for her to drive, he would offer a ride.

The man quickly became known as the "Route 29 Stalker," and fear began to spread. Wireless phone companies in Central Virginia reported that interest in cell phones went up in response: For many women, Route 29 no longer seemed safe, and residents of the region worried about female family members and friends who drove alone, especially at night.

According to a press release issued by the State Police two months later, the abduction fit a pattern. The women described the suspect as white, age 35-45, 5'10" to 6' tall, 189-190 lbs, and clean-shaven with short, light-brown hair longer in the back than on the sides. He was also well-spoken, with a "clean, casual appearance."

All of the victims said the man was driving a pickup, but accounts of the size and color varied. "Suspect may have had access to more than one vehicle," the police briefing stated, "not to exclude a Ford Ranger/Mazda or a Nissan pickup truck. He may also have recently purchased, sold, or otherwise changed vehicles during the course of these contacts." Based on calls from drivers who claimed to have seen Alicia and the man on the shoulder of the road, State Police investigators felt confident that the truck had been dark-colored with a "splash" or streak in a lighter color, possibly teal.

The incidents began on January 17, 1996 and ended on March 2, the day Alicia disappeared. There were 23 stops during those 46 days, including one for which the date is unknown [see map], with the great majority located along a 20-mile stretch in the vicinity of the Culpeper exits.

Most of the women rebuffed the man and drove away, but in addition to Alicia, three got in his truck. Two were dropped where they requested. The third, Carmelita Shomo, was attacked, but she  survived-- in fact, she did more than survive. Nine years later, she faced Darrell Rice across a courtroom and identified him as the man who had abducted, attacked, and left her beside the road, screaming for help.

It was raining and cold when Carmelita Shomo headed south on Route 234 the night of February 23, 1996. She was driving home to Quantico after her Friday-evening shift as a custodian at the Manassas Mall. Near a crossroads called Independence Hill, she noticed flashing lights in her rear-view mirror. This account of what followed is taken from her March 5, 1996 interview with FBI Special Agent John Zero.

Shomo pulled onto the shoulder, and the man parked behind her. As he approached, she thought he might be a friend of her husband and rolled down her window and asked, "Do I know you?" But he was a stranger, and he said he had seen sparks under her car, perhaps from "a loose bolt" or "the CV joints going bad." He said it wouldn't be safe for her to drive, because the brakes might give out. Then he offered to drive her home, and she accepted.

He suggested that she hang something from a window of her car to identify it as having broken down. (As was the case with all the women who were told something was wrong with their cars, Shomo later learned that her car was fine.) She hung a rag, locked up, and climbed into the truck.

The man drove her approximately three miles down 234-- which, in 1996, was two lanes instead of four-- through an area that was less populated than it is now. Three times, the man said that headlights from the cars behind were causing glare on his windshield, and pulled over until the vehicle had passed.

They talked as they headed south in the rain. The man asked her to show him where she lived; she asked his name, and he said it was Larry. He wanted to know how she'd get her car home, and she replied that her husband could tow it himself. Then he asked whether it was an automatic or stick shift, and when she said it was an automatic, he suggested that they go back; he would drive her car, and she could drive his truck to her residence. She said that wouldn't be necessary.

By this time she was getting uneasy and asked him to drop her off at an all-night gas station near the intersection of 234 and the Montclair subdivision. Instead, he pulled over for a fourth time and, again complaining about glare on the windshield-- which she couldn't see-- asked her to hand him a tissue from the pocket on the passenger-side door.

Then he attacked. Grabbing her neck, he shoved her head toward his lap. In his right hand, Shomo stated, he held a screwdriver pointing at her neck. He told her to "shut up and put your head down in my lap," but she fought back, elbowing him in the chest as they struggled. Somehow, the passenger door came open; Shomo thinks the man must have opened it, because by then he was yelling at her to "get out of the truck."

As she slid toward the door, they both grabbed for her purse, and she fell out of the truck-- with the purse left behind and one foot tangled in the seatbelt as he pulled back onto the road. She was briefly dragged before she could wrestle her foot free, breaking her ankle in the process.

Shomo told investigators that cars had passed her on the side of the road as she screamed for help, but no one stopped. Finally, an off-duty ranger for nearby Prince William Forest Park and his wife, whose house faces Route 234, heard her and came out. The ranger used his police radio to call for help.

Raised in the Philippines, Shomo was not fluent in English, and the communication gap would prove critical. Officers and emergency-room personnel assumed that Shomo's husband had been her attacker, and Prince William County police didn't assign a detective to the case until the next day, when Shomo finally got someone to understand that she had been abducted, attacked, and robbed by a stranger.

The misunderstanding meant that during the hours that followed, no alert was issued for a vehicle matching the description Shomo provided-- hours during which three more women were stopped. (None, however, got in the truck.)

Beginning two days later, on February 26, there were five more stops before March 2, when Alicia was abducted: one on Monday, two on Wednesday, one on either Monday or Wednesday, and one on Thursday. The frequency suggests that by Saturday, March 2, 1996, the man was determined to find a victim.

At about 10:15am, he attempted to stop a woman heading north on the other side of 29 from where he would soon stop Alicia. Shortly after that, heading south on 29, a man in a truck stopped Alicia. She was his final victim.

Three weeks later, Detective L.J. McDonnell of the Prince William County police wrote: "After reviewing the State Police reports, I have isolated 15 points that link [the Shomo] investigation with the reported incidents in Culpeper County." In addition to driving a truck and always choosing petite female victims (Shomo was about 5' and 100 pounds) who were driving alone, the suspect would flash his headlights and signal the driver to pull over, tell her something was wrong with her car and that it wasn't safe to drive, and offer her a ride. Women who accepted rides and survived also said the man told them "to leave a white item on the vehicle to signify that [it] was disabled," to step on a jacket on the passenger-side floor of his truck, asked them "to search for an item in the door pocket," and said his name was Larry.

The State Police had reached the same conclusion-- that the Prince William attack was linked to the Route 29 incidents-- and they ended their May 13 press release with this statement: "After a thorough review of all the victims' statements, police believe that all the incidents involved are the same person."

The statement they needed the most, of course, was the one they could never have.

Perched atop a hill, Harley and Sadie Showalter's spacious home in Harrisonburg is surrounded by well-tended garden beds and lush green grass sloping down to the street. The living room is dominated by two bold paintings of flowers the Showalters bought on a trip to Quebec, but most compelling is a portrait of Alicia that hangs in one corner: It would be hard not to sense the fierce emotions that surround it.

Harley sold his insurance agency in downtown Harrisonburg last year, and he now offers financial services. Sadie, who taught elementary school before their children were born, later helped set up the first computer lab at the junior high. They met as students at Eastern Mennonite College (now University). Although the branch of the Mennonite Church they belong to is pacifist-- like almost all branches of the church-- it largely resembles other mainstream Protestant denominations.

The Showalters are gracious to reporters, which isn't always easy. In the media crush that followed Alicia's disappearance, Harley says, some were "not considerate." And the Showalters remain bitter that when the horrific outcome was finally revealed, the news was leaked to the media before investigators contacted them.

As Alicia's image smiles down from the corner of the room, her parents tell the story.

"It was a gorgeous day," Sadie Showalter says-- a gorgeous day to drive east from Harrisonburg across the Blue Ridge and south to Charlottesville, where mother would meet daughter at Fashion Square Mall and hear about life as a fourth-year graduate student in pharmacology at Johns Hopkins.

They'd planned to meet at 11am, but Alicia, driving down from Baltimore, was always early. So her mother left home in time to arrive at 10:30 at the women's petite section at Leggett-- now Belk-- and began looking through the formal dresses. Their mission was to choose a dress for Sadie to wear to the May wedding of Alicia's brother, Patrick.

When 11am passed without Alicia, Sadie called her son-in-law, Alicia's husband, Mark. He planned to study all weekend; with Alicia's support, he had decided to leave his career as a CPA and enter dental school at the University of Maryland. This weekend, he was working on science prerequisites. Mark told his mother-in-law to give Alicia a few more minutes, then call again if she hadn't arrived. When Sadie called him again at 11:30, he had gone online via a dial-up connection and couldn't be reached.

For the next two and a half hours, Sadie sat on a bench inside the Leggett entrance that looks out on Route 29 and tried to will Alicia's car to turn into the parking lot. Periodically, she called Harley on her cell phone (which was so new to her that when Alicia had asked for the number the night before, Sadie had had to go in search of it and call her back).

After two hours of trying "desperately" to get hold of Mark, Harley finally succeeded at 2pm, and Mark immediately began calling the State Police. This was no easy task, since in 1996 there was no communication system linking the various divisions. This meant that he had to call each of the Maryland and Virginia State Police divisions between Baltimore and Charlottesville.

At that point, Sadie abandoned her vigil, left the mall, and headed up Route 29 to drive home. Just as she was about to turn left onto Route 33, she had the impulse to keep driving north on 29. But she pushed it aside and drove west instead, home to Harrisonburg to wait.

"The first two weeks were the worst," Sadie says. Every morning, someone from the State Police would come to make a report-- but there was rarely anything to say.

Evidence pointing to foul play quickly emerged. At 1:15 that first afternoon, a woman on Clay Street in Culpeper, which is about five miles from where Alicia had been abducted, found her Citibank MasterCard and called the number on the back to report it. And at 6pm, Alicia's car was found three miles south of Culpeper.

The family gathered quickly. Patrick-- who was not only Alicia's brother but also her twin-- came from Nashville, where he was in his last year of medical school at Vanderbilt, and their younger sister, Barbara, arrived from Indiana, where she was a senior at Goshen College. Mark was there, along with Showalters from around the region and relatives on Sadie's side of the family from Ohio. The phone rang nonstop, mail flooded in, reporters hovered nearby-- but nothing changed.

Also recovered the afternoon of March 2-- but not turned in to the State Police until March 8-- was a black parka, later identified as the one Alicia had been wearing. It was found in Madison County on Route 626, less than a mile east of Route 29, at about 2:30pm. On March 9, the last items-- several more credit cards-- were found in Culpeper.

The time came when Mark, Patrick, and Barbara had to return to school, and at some point Sadie told herself that life had to go on. But those departures didn't render the day-in/day-out silence any less agonizing.

It ended on Tuesday, May 7, when a man walking along a country road outside Lignum, in a rural part of Culpeper County, saw buzzards circling over a field that was being cleared of trees. When he went to investigate, he glimpsed a body under several fallen logs in a gully that was invisible from the road.

"Thank God for buzzards," Harley would later tell reporters, explaining that the birds had put an end to nine weeks of waiting: A long-indrawn breath could at last be released. And the next part, where Alicia came home to her family, could finally begin.

"It was pouring rain that night," Special Agent Stan Gregg says, which made an already difficult crime scene even harder to process. A State Police investigator in the Violent Crimes Unit, Gregg worked in the muddy field throughout the night of May 7 and for two or three days in his other role, that of crime scene technician. Nearly fours later, he officially joined the investigation as a detective.

The body was in a state consistent with two months' decomposition, which meant that Alicia had almost certainly died quickly. Between the heavy rain and the fact that two months had elapsed since her murder, the scene didn't yield many clues-- and what clues it did give up, such as the cause of death, are closely guarded by Gregg, who is now the only investigator officially pursuing the case.

Roughly 10,000 tips poured into the State Police hotline; Gregg says he can tell when America's Most Wanted reruns its 1996 segment on Alicia, as he always gets another wave of calls.

Only later would one tip stand out in a way it hadn't at the time. The call came from one of Darrell Rice's coworkers back in Maryland, who called the hotline because Rice had been "acting strange." Gregg says that like all such calls, the tip was "given to someone to complete, and it was completed." "Completed," he explains, could mean many things, including that the person didn't resemble the composite sketch. In any case, all Gregg says he knows now is that the tip was considered completed and filed away.

Alicia's memorial service was held on Mother's Day. Twelve hundred people came to Park View Mennonite Church; they filled the sanctuary of the church she'd grown up in and overflowed into rooms fitted with monitors, rooms she had moved through hundreds of times for Sunday School and youth group and parties from the time she and Patrick had played in the nursery to New Year's Eve of 1994, when she'd come back to be married.

The Showalters buried their daughter in a small cemetery next to Trissels Mennonite Church in the rolling countryside outside Harrisonburg. In the weeks that followed, Patrick graduated from medical school, Barbara graduated from college, and Patrick was married.

Since the murder, her sister Barbara has also married, as has the young widower Mark, now a dentist in Greensboro, North Carolina.

All three-- Patrick, Barbara, and Mark-- have children. Alicia had told family she planned to weave her life as a researcher into her life as a wife and mother. She had been researching bilharzia, an often debilitating disease endemic in developing countries, and Johns Hopkins was so taken with its Alicia's enthusiasm that it created an annual award in her name.

Instead, she looks out from her portrait in the corner, always young, always smiling-- always gone.

Throughout Central Virginia, the discovery of Alicia's body and the knowledge that her killer was still free elevated fears of the Route 29 Stalker to new heights. Ironically, he has not struck again. Yet only three weeks later, the region was once more rocked by violence.

On May 18, 1996, the Saturday after Alicia was buried, two young women-- Julie Williams and Lollie Winans-- began driving south from Vermont to Virginia, where they planned to hike and camp in the Shenandoah National Park. Julie had to be home by May 29, but until then they would explore the mountains with Lollie's dog, pitch their tent wherever they liked, and explore the serenity and beauty of the mountains.

They never left the Park. Instead, two rangers found their bodies just past twilight on Saturday, June 1, at a secluded campsite near Skyland Lodge. Once again, Stan Gregg would be called in as a crime scene technician, this time alongside agents from the Park Service and FBI. And once again, like the field outside Lignum, there would be frustratingly little evidence.

Fifteen thousand leads would eventually be followed-- to ends as frustrating as what the State Police found in Alicia's case. But then, in July of the next year, Yvonne Malbasha, a bicyclist in the Park, was stalked and attacked by a man driving a pickup. This time the investigation was over in a matter of minutes, because Malbasha was found by a ranger soon after her frustrated attacker sped off. The ranger radioed the man's description, and the attacker, in a blue Chevy S10 pickup, was stopped at the Swift Run Gap exit at Route 33. Malbasha identified him immediately, and he was arrested. It was Darrell David Rice.

Rice had been living in Columbia, Maryland, and, court documents indicate, had been fired from his job making software manuals for MCI Systemhouse (now part of EDS) a week and a half before the incident. He pleaded guilty and was sentenced to 11 years in federal prison. Although he resembled some of the police sketches of the Route 29 Stalker, he was only 28 years old during the stalkings, a little younger than the police's stated age range of 35 to 45. And there was no evidence he was involved-- even though, in the hours after he was taken into custody for the attack on Malbasha, he allegedly made statements to a federal marshal that Prince William County might have deemed worth investigating.

In an interview with Stan Gregg on March 4, 2003, U.S. Marshal Larry Carter (now deceased) claimed that Rice admitted

to a "rage against women" that sometimes erupted when he was on the highway and that he liked to "run women off the road" on Route 29. When Carter asked what he did after that, Rice said he would "just keep going." To a question about Alicia Showalter Reynolds, however, he told Carter he "didn't know who that was."

In 2005, in a Prince William County courtroom, Carmelita Shomo took the witness stand and swore that Rice was the man who had abducted, attacked, and robbed her. Rice's defense team labeled her identification of Rice as unreliable, since six years had elapsed before she was shown the photo lineup. They also pointed to inconsistencies they claimed stretched back to her earliest statements to police.

Sam Newsome, who is a Master Detective with the Prince William County Police, administered the 2002 photo lineup and claims Shomo has never wavered in her identification. "I have no doubt that Darrell Rice abducted Carmelita Shomo," he says. "Had I had any doubt, we never would have charged him."

Investigators also testified that according to Rice's employment records, he had been off work on all but one day during the period when 18 of the women were stopped. His defense team, however, disputes this. Also, in 1996, his father, Leon Emile Rice, was living in a rented house in Culpeper. Located at 600 Jaynes Lane, the dwelling is convenient to Route 29, which investigators believe Rice could have used as a base of operations.

The trial, which hinged almost entirely on Shomo's testimony, ended when Rice took a so-called Alford plea, in which he claimed innocence while admitting there was enough evidence to convict him. In a statement he made to the judge before being sentenced, Rice said, "I am not guilty of the crimes I was indicted for. This is all for strategic reasons. It is in my best interests to return to my family"-- referring, presumably, to the fact that as part of his plea agreement, no time was added to the sentence he was already serving in federal prison.

The abduction of Carmelita Shomo marked the beginning of a series of crimes against women in Central Virginia, and the attack on Yvonne Malbasha marked the end. In between, three women lay dead. Alicia's murder has officially been linked to the other incidents along Route 29, including the attack on Shomo, and investigators from the Park Service and FBI believe that the Rice is guilty not only of the 1997 attack on Yvonne Malbasha, but of the 1996 murders of Julie Williams and Lollie Winans as well.

In April 2002, at a highly publicized press conference at Justice Department headquarters, then Attorney General John Ashcroft announced that Rice was being indicted for the double murder, but the indictment was withdrawn in 2004. Some-- but not all-- investigators believe the crimes along Route 29 and the crimes in the Park are similar enough to throw suspicion on Rice.

Rice has staunch defenders. In a letter to The Hook, Deirdre Enright, a member of Rice's defense team, stated, "We are confident that Darrell Rice is innocent of the Shenandoah National Park murders, the 'Route 29' crimes, and the murder of Alicia Showalter Reynolds. We are certain we could refute any serious assertion the government might make to the contrary." Indeed, as they are quick to point out, the indictment for the murders in the Park was withdrawn when DNA evidence threw the case into doubt.

Rice, now 39, will be released from prison on July 17, after serving 10 of 11 years of his sentence. He'll be reunited with his truck, which for now is being stored at Enright's house on Saint Anne's Road in the Meadowbrook Heights neighborhood. He plans to move to Baltimore, where his mother lives, and will be required by the terms of his parole to seek work. But just as he won't be able to erase where he's been for the past 10 years, it's unlikely he'll escape the cloud of suspicion that continues to swirl around him.

SIDEBAR- 29 stalker: Multiple stops preceded Reynolds' abduction

It was near Mountain Run Road at 11:30am on January 17, 1996 that smooth-talking "Larry," the Route 29 stalker, first appeared on the Culpeper Bypass. He didn't pull over a woman again until 6am on February 12. He waited two more days before resuming his ruse twice on Valentine's Day.

And then things began to accelerate. Between February 16 and 21, he stopped four more women -- then two on the 22nd, one on the 23rd, and three on February 24, in one case just an hour and a half after Carmelita Shomo was robbed and dragged near Independent Hill, about 40 miles away.

Darrell Rice later took an Alford Plea in the Shomo case. That means he acknowledged that prosecutors had enough evidence to convict him, but he didn't admit guilt or serve any additional time on top of the sentence he was already serving for the attack on Yvonne Malbasha (that occurred a year later).

There were five more Route 29 stops between February 26 and 29.

On March 2, the State Police received two reports of women being stopped. One of them was Alicia Showalter Reynolds. And then, police say, the series of pullovers ended.

Barbara has done a great job with these stories. We still follow them here in New Jersey.

Thank you.

Such a compelling story. What compassion for the family and respect for the victims.

Patrick Showalter5/22/2007 10:20:14 PM

Barbara,

Not only do I want to thank you for writing this article, I want to thank you for the compassion and professionalism you showed to my parents in researching our story. My 9 year old daughter read the story, and was able to understand in a new way, what happened to her Aunt Alicia. The picture of Darrell David Rice struck her with how normal he looks. Women should be wary; He will strike again. He may be released from prison in July;only the Truth shall really set him free. Thanks for including the picture of me with my twin in the phone booth.

I was a grad student down the hall from Alicia 11 years ago, and still remember talking with her the weekend before her abduction. I still think about her today, and whether the scum who attacked her has been caught and/or convicted. I read this article with interest after I searched for new information online, hoping there was a definite answer. I was saddened to discover there is still no complete link between Rice and the murder, but I hope one day there will be.

After reading this article, which was given to me by my sister, I am sickened by the fact that our judicial system is so flawed. "Vengence is mine, saith the Lord!" This man will answer for his actions someday... until then women need to be safe...own and have a permit to carry a firearm...only draw a weapon when life is in imminent danger and use it! This man will strick again. Sociopaths are non-rehabilitative...

Be safe!

I do carry a powerful stun gun, and have since 1997, when I also came in contact with this man. I cannot bring myself to carry an actual gun, but I've been thinking seriously about it since Darrell Rice was released from prison on July 17. Does anyone know where he was that very week?

I hope you will understand why I cannot give my name or e-mail address. I am one of at least 15-20 other women who could testify against Darrell Rice if he is ever chaged with any the other horrendous things he has done. I want to say to his mother, his sister, his father and that woman on his defense team who kept his truck for him while he was in prison: please do not let him out of your sight. Please know where he is at all times. Do not let him leave the state of Maryland. If anyone ever needed an electronic ankle bracelet to make sure we know his wherabouts, this man does. I can't believe he only got three years parole and only has to check in once a month. I pray that he is tried and convicted SOON on the other crimes he has already committed. He should get several life sentences and never again have the possibility of parole. Otherwise, you can be sure that more women will suffer and die at his hands.

This post is being spread like wild fire around our town. Our high school events have been adjusted and women are gossiping in fear. Rumor has been he lives a little over 2 miles from my house. How do we live with him...or get him out of our small town?

worried in md9/7/2007 10:00:35 PM

And so here he is, living with his sister on the Eastern Shore of Maryland on a small island (Kent Island). Within 3 miles of several schools, a beautiful but secluded bike trail, and with easy access to a major highway. The island is abuzz with fear and worry and traffic on the trail has dropped. Please someone tell me how once a month check in with the Feds is supposed to protect the citizens here from this obvious predator???

Scott9/8/2007 9:45:52 AM

This guy is not just "living" on the Eastern Shore. He's living on a Multi Million dollar estate. The owner of the estate, who also owns one of the biggest heating and AC businesses in the Balt. DC metro area. Is an avid big game hunter. He has a huge 3D bow range set up in the yard, and stuffed Lions to greet you at the front door. So Darrell may have access to weapons as well as several high end cars and trucks. MD Rt.8 is a long and secluded road. US Rt.50 with millions of travelers a day offers great opportunities for stranded motorists for this guy to prey on. I find it hard to believe that kidnapping doesn't earn you a place on the MD SOR. If Sen. Larry Craig moved to MD, he would have had to register for the rest of his life. This guy kidnaps two women, maybe kils two or more others, and he's not on there?

I want to thank everyone who has posted so far - this is a proactive site, so each tidbit of info can help. What I know about him is that he will be changing locations frequently, esp. if he has a choice of places to stay and vehicles to drive. He needs no guns to be dangerous - in fact the easily concealed knife is his favorite weapon - after all, it makes no noise. It's good to know that an agent may be tracking him. Word on the streets also is that he may not have the protection he thinks he has from his old drug ring. Even criminals sometimes have a code of contact toward scum who brutalize women. Take heart - by sharing what we each know we have the best chance of protecting ourselves and our communities. Other than a lot of prayer, this is the best course of action we have until the Feds can build a better case against him.

A question to "possible witness"...What did you mean in your last comment about "protection from his old drug ring"? This is a part of the story that I didn't know about. We have a huge problem in this area with drugs. I want all the information on this creep that I can get my hands on. I am seriously considering obtaining a tazor or some sort of self defense item. I also, can't even consider carrying a gun! From one of the posts above..it sounds like this guy HAS IT MADE. Like a kid in a candy store....

I know several people that go to KIHS which is supposedly <1 mile away from his residence. I worry enough with my kids, girlfriend, sisters, etc. about something happening. Now every day i will have one more worry on my mind? What is there to do? Is there anything we can do about it? Should i start passing out taser guns to all my loved ones?

Although it IS close to Parks and Rec areas as well as the Bike Trail AND Terrapin park, industrial park, Love point park, and LOTS of undeveloped farmland as well as many water tributaries. Not to mention that the sweetbriar address borders water. God help us from this suspect, we will keep watch!

I can't say too much more abou the drug stuff - I've already put my neck on the line here but really had to. I couldn't have lived with myself if something else happened and I hadn't at least tried. Just be sure that any way he can have of getting money, favors, etc., he will use, especially if he can't find a job. I was hoping the rich guy had given him legitimate work so that if he does have potential to live on the outside, as his family of course want to believe (and I can't blame them for that), he would have a source of income.

Every time I read this I'm encouraged - the GPS possibility gave me my first full night's sleep since July 17. Keep communicating, please, and remember that a dog will not stop him - as we know. I have the most powerful stun gun on the market - it would immobilize him for 15 minutes. I never walk or drive anywhere without it.

Concerned on KI9/10/2007 10:54:21 AM

I have been reading everything I can find about Darrell Rice and I am not afraid to say I am more than a little scared. I am afraid to say my name though. I worry about the safety of all women on KI and I am sure by now - thru the lightning speed that all this information has gotten to us that he too is well aware of our anger and fear and what does that do to him? I am not too far from where he lives and I don't really don't understand how his monitoring works. He is on a GPS tracking - ok - so they will know where he was when something happens? I am grateful for this site because we are all worried and to have an outlet for worry and to have the information correct and available is great. Please know I am on my knees in prayer for all of us.

possible witness9/10/2007 11:03:43 AM

You are absulutely right not to use your name - although he once seemed to prefer random victims, and gets off thinking he can cause fear in others, especially women - he can also be quite vengeful.

You are right that GPS tracking alone will not do it - but sometimes that is euphemistic for all the great powers that the FEDs now have. Let's hope that they can also track phone calls from any cells he's using and from where he's staying, and also monitor his computer whereabouts - to see if he checks this page regularly, for example. Heck, they could do it to any of us, so why not dear old DD? By the way, he uses a variety of other names - usually starting with D, but he may have branched out). He might also get creative with hair.

Concerned Citizen9/10/2007 11:57:31 AM

I frequent the bike trail alone and some of the areas are very remote and nobody else around, which now is extremely scarey and I will not be doing that again and probably will not use the trail again.

Upon checking the phone records for Kent Island Septic 410-6t43-9529 it is listed to a Greensboro firm and there is no listing in the phone book for that company. Also the property that he resides is listed to William Metcalfe. Also, checking the Judicial System, I found that he was charged in 1992 with Poss of Marijuana which was Nolle Prossed, in 1993 For Poss/Distribution, etc, which he was placed on probation for and was violated in 1994 by Gene Troutman PO in Annapolis and he had several motor vehicle violations.

I am so glad this site is available and that KI residents are very alert and close knit and he will have a very difficult time to do anything in this area. Maybe he will move back over the bridge where he can get a job and maybe be able to do something because he cannot get off the watchful eye in this area. Also, Fed Parole is a joke to say the least. They only have to report 1 time a month and the PO never if ever checks on them! KEEP SAYING PRAYERS! If he does anything, you can be sure they will get him quick! Hopefully that will NOT happen!

he removed his license plate from his truck in an attempt to concel his identity when committing other crimes which he "was" prosecuted in the past. It is not like he is a legal abiding citizen that confirms to laws. Most certainly he will remove or deactivate the GPS device in some way and most likely it will go unmonitored. A system that has failed time and time again in this matter will most likely continue to fail. Rice's own words condemn him and point to his guilt in several unsolved crimes. Future behavior is determined by past behavior. Successful rehabs for serial killers do not exist. It is a shame our ever increasing property tax dollars are being spent on protecting our citizens from this weak pitiful predator that thrives on threatening the vulnerable.

possible witnes9/10/2007 7:23:53 PM

Believe me, there is nothing weak or pitiful about DDR. He is creative and smart. Only his temper and its tendency to make him irrationally angry will eventually do him in. He knows how to leave very little trace at a crime scene. He's not adverse to raping but the thing that really matters. is the fear. It's a power trip. It has worked on so many of the women who have encountered him that very few are willing to risk trying to testify against him. His defense team knows the only way they can get him off is to destroy your credibility, because of course they can't prove his innocence. This is actually a much better way to testify. I was pretty frightened to start posting here, but I'm so glad I did. Thanks again to everyone who has written - and thanks to Barbara Nordin - we're fortunate to have such a top-flight journalist in our midst.

This animal is now my nightmare as well as my neighbors since he has been released from prison and is now living on the Eastern Shore in Maryland on Kent Island, Stevensville, Maryland (also known as the Land of Pleasant Living). He is apparently living with his mother in a waterfront home (a huge home by the way) amongst acres and acres of corn fields. An abandoned house and barn are within a stone's throw of this home so he could be getting away with horrible things without anyone even knowing. How is a GPS going to track his whereabouts in such a secluded area - he can roam free without anyone even seeing what he's doing. Why or why is he out in 10 years? Can't the women that were sucessful in getting away identify him as the 29 stalker? Do we as a community torment him - will this make him leave or will it make him angry and attack yet again? Can the GPS tracking be made public over a weblink so we ALL can see where he is at all times???? This is crazy. And by the way, this is the 2nd convict released from prison who lives on Kent Island, the other (convicted of rape and attempted murder) was released last year and now lives in CrossWinds with his sister. Be Safe!

possible witness9/10/2007 10:15:59 PM

to TERRIFIED - I'm also a rape survivor and the important word in that is SURVIVOR. That is the most important thing you can teach your daughters - how to keep themselves alive. If it means staying out of bars and enjoying each other's company at home; if it means calling for help when you see someone stopped along the road instead of stopping yourself; if it means following your instincts to know whether to engage in conversation or ask directions. If the hair on the back of my neck goes up, I remove myself from the person or the situation. And I do not go to places where substance abuse is a given - bars, certain kinds of parties, streets late at night. You don't have to live in fear; just be prudent, and be aware that for every Darrell Rice we know about, there are others who have never been caught or identified. While it's true that he hasn't been tried and convincted yet for the worst of his actions, he HAS been identified over and over again. Those of us who have had the misfortune to experience his rage first hand would say to Rachael that if the phrase "just an accused murderer" makes her feel better, for us it gives a chill at the bone. I don't know what the officer told you, but please don't let down your guard. If you go out with friends, stay with them. Don't let anyone split you up. Don't walk alone - if you're driving alone, don't stop for anyone or let anyone in your car. Be prepared to crash into something if someone is in your car against your will. That will get the police there right away.

on guard on KI9/11/2007 2:28:24 AM

The 2 women in the Park who had their throats slashed were experienced hikers so most likely they were in good physical shape, they also had a dog with them and this did not deter the killer. I see women jogging and cycling alone or with their children daily all over the Island and the bike trail ( the women I see out there when its 100 degrees with their kids in a cart behind their bikes should be ashamed of themselves, GET A BABYSITTER if you are dumb enough to exercise in extreme weather). Anyway, it is a shame to have our lives disrupted by such an unsavory character in our midst. Hopefully he will "slip up" and the legal system will not fail again and he will be put away for life. Somewhere, something or someone has information that is needed to get this creep off our streets and the sooner the better. Can someone tell me more about the Crosswinds rapist/attempted murderer? I know there is a fireman/cop impersonator that raped a woman at the Ocean and he is still living in Bay City on Buckingham with his parents. We may live in the greatest country but our legal system is seriously flawed and we have become the laughing stock for the rest of the world because of it.

visitor9/11/2007 8:44:16 AM

this statement has been released:

September 10, 2007

Dear Kent Island Community,

We are four of the lawyers who have been defending Darrell Rice for five years. Never – in our collective experience – have any of us had a client who has been more maliciously and falsely prosecuted and trashed by the press than Darrell Rice. We can completely understand your feelings, given that you are reading and circulating the irresponsible articles written by The Hook. We provided considerable information to the The Hook about Mr. Rice’s innocence, but they ignored most of it, and utterly misstated some of it.

DNA evidence at the Shenandoah National Park crime scene exonerates Mr. Rice completely. There was male DNA, hairs and fingerprints found at the crime scene, and none of it belonged to Mr. Rice. Three hairs were found that came from the same source, and could not exclude serial killer Richard Marc Evonitz. For reasons that we will never understand, the government has declined to compare the male DNA to Richard Evonitz, a known serial killer who was killing in central Virginia during this time period, lived within easy driving distance of the crime scene, and is unaccounted for on the likely day of the murders.

Forensic evidence also cleared Darrell Rice of the murder of Alicia Showalter Reynolds. Relevant hairs, fibers and fingerprints from that crime scene excluded Mr. Rice as well. Twice, the evidence in the Alicia Showalter Reynolds case was sent to the FBI laboratory to be tested against Richard Evonitz, and twice, that testing did not occur. The federal prosecutor in the Shenandoah National Park murder case conceded in court that there was no evidence linking Rice to that murder.

Could it be that the government doesn’t really want to solve those crimes, because then Darrell Rice – the man they had pursued relentlessly for years – would be exonerated?

The government interrogated Darrell Rice numerous times. They also used both jailhouse informants and undercover agents. Yet they never obtained any incriminating statements. When the tape the government claimed recorded Mr. Rice saying that he hated lesbians and they “made him mad” was enhanced, the government was forced to admit that what Mr. Rice actually said was the opposite – that the government was saying that he hated gays, and THAT made him mad.

The government has a 97% conviction rate, yet rather than give Darrell Rice his day in court after their seven-year “investigation,” they dismissed the charges. That is because they knew they had no case.

The prosecution’s case again Darrell Rice in Prince William crumbled before the jury’s eyes. The “victim” had identified three different men as her attacker, including a detective. She only identified Darrell Rice after his photo had been plastered in the news as the alleged Shenandoah National Park murderer. She ALSO identified the known serial killer, Richard Marc Evonitz. Of course, no comparison of hairs and fibers was ever done. Her recounting of the alleged attack, her attacker and his truck changed markedly every time she told it.

Documents showed that Darrell Rice was two and a half hours away from Manassas with his counselor that night, and neither the Prince William prosecutors nor the AUSAs nor the FBI produced any evidence that he then drove to Manassas. The “victim” denied under oath having a criminal record, but documents demonstrated otherwise.

This is why in the middle of that trial, prosecutors began scrambling for a deal. They offered many, and Mr. Rice declined them all. But when they offered to allow him to plead guilty but deny guilt, and to give him no additional time, we as his attorneys felt we had to insist that he take that deal. He did so reluctantly.

Every story has two sides, and as you can see, the other side of Darrell Rice’s story has yet to be told. We have been told that there may soon be some balanced and well-researched writing about all of these allegations, and we hope that you will at least withhold judgment (and action) until you have read more.

You have nothing to fear from Darrell Rice, and we hope that he has nothing to fear from you. After all these years, we count him as a friend as well as a client, and he is welcome in our homes and around our children.

Thank you for your consideration.

If someone could get a recent photo and post it at several points along the trail it would be helpful. This guy is suspected of killing with a knife, which means he does business up close and personnal.Suggestion to all;until this guy is gone or his picture is circulated, making him easy to identify,do not let any strangers approach you.If you're relying on law enforcement to protect you...WAKE UP!!! Only you can protect yourself.Be aware of your surroundings at all times.None of us know for sure if this guy is a murderer or not, but you don't want to bet your life on his possible innocence.

If we really want him gone, make things difficult for those giving him a safe haven.

when I stated he is weak and pitiful I was not referring to his ability to commit horrendous crimes against other human beings, it was a description of him and his worth as a person. He is weak and pathetic and he knows it, that is why he does what he does, he surely hates himself as much as we hate him. I hope when he reads this site, the fear he senses in the residents is enough for him to get his jollies off that way, rather than committing another crime on an innocent resident of KI. Property Tax records are a matter of public record and you can look information up by putting REAL PROPERTY SEARCH in an internet search engine. You can look it up by address or name and get the property tax records of any property. I feel sorry for his neighbors who currently have their home up for sale. I bet his presence is not being disclosed to potential buyers.

Let me say this again: Darrell Rice is not a pedophile, most likely, and is probably not a danger to children. I know there are people who believe in him. Jeffrey Dahmer's mother loved him and visited him even after he was proven guilty of unspeakable things. I don't blame her -a mother's love is unconditional and eternal. A defense lawyer's regard is also indefatigable. Keep in mind that these four lawyers have known DDR only while he has been subdued and behind bars. They see him at his best, trying to convince them of his own innocence, and I never said he was stupid.

Concerned KI9/11/2007 10:00:33 AM

In talking to the States Attorney for Queen Anne's County his emphasis about how serious this matter about protecting ourselves on Kent Island was highly stressed. Again, if the States Attorney is telling me to be very cautious about Rice, I will listen to him and not his lawyers. The States Attorney said he has seen many cases he thought were serious and felt Rice's case was the worst he has ever seen.

KI Resident9/11/2007 10:22:12 AM

I would like to address this to DDR's lawyers - the 4 of the how ever many there were for him. You count him as a friend as well as a client and you attempt to clear his name. If you count him as a friend and want to clear his name of the other crimes he may or may not have committed - why exactly then, did your friend serve 10 years in a federal prison if he is really harmless? What exactly did your friend do to get himself in a position to end up in a federal prison? What about Carmilita Shomo? Are you suggeting that he really didn't have anything to do with her attack and attempted abduction? Or is it that because she was lucky enough to fight back with him and get away - that is OK with you because your friend did not really have a chance to do anything to her??? Are you trying to tell us this man is innocent of everything and we have nothing to fear? And that his time served in prison was for nothing? Was it just a fluke that particular day that he wanted to try to copy cat a similar crime - ? I don't understand what you are trying to say to us worried residents - was he innocent of everything?? Or was he just guilty of trying to go after 1 woman that day -?? What are you saying?

The second article provide the information on his 2ND VICTIM! In a state park which is why he was in a federal prison - both of these victims IDENTIFIED HIM in court. My God this is frightening. OK - so even though he did not kill these two women, is that what we should take comfort in? These women got away so really - that isn't so bad and we should not be worried or concerned? I am sorry, the letter from the attorneys for him does not make me draw an easy breath still.

Rachael9/11/2007 3:39:29 PM

To TERRIFIED: i believe the officer i talked to, he told me that he wasn't acussed of the murder, there wasn't DNA proof, and i believe that. My opinion is anyone is worthy of forgiveness because people can change. and i won't live in fear, it isn't worth it =D

To possible witness: I'm sorry the phrase "just an accused murderer" makes you feel the way you do. I've had a stalker who began as an emotionally and verbally abusive boyfriend, i was 13, he was going on 18. The courts let me down, but i've learned to deal with it. I refuse to live in fear because of certian situations. Therefore i'm not getting worked up over the matter of Darrell Rice living within minutes of my house. Until i have actual proof he's a murderer i'm not phased by it, at all. But thank you for your advice, and as always i won't let my guard down. But as i said before, we should look more into all the PROVEN rapist and child molesters we have in our area.

To KI Resident: At Bayside Elementary school, an Officer came to the school yesterday (9-10-07). All the door leading entrance to the school are to be kept locked at all times. There is also a camera screen in the office that shows the main entrances and they see a person before they let them into the building. I don't know about their recess policies but by all means ask questions, and get answers.

To Outlaw: I'm glad someone else views it the way i do. But i don't see anything wrong with the QA sheriff posting Rice's lawyers' comments. They might not be trying to downplay it, possibly just showing a different side to it? He hasn't been charged with murder so people should not be trashing his name as much as they are.

worried9/11/2007 4:31:43 PM

The Sheriffs office has taken down the letter from Mr. Rice's lawyers.

KI9/11/2007 4:34:00 PM

If the sheriff's office is going to post information from his defense team, then the prosecution team from the case he served the ten years for should also be allowed to provide a post. I'm sure it wouldn't be as pretty.

Still Confused9/11/2007 4:37:21 PM

I have followed all this in the last few days and have felt that this man is someone to be afraid of until I read some of what his lawyers had to say and I began to feel confused that maybe he is being rail roaded, right up to the part where it said they advised him to pled quilty to get time served, right after their statement of the state knew they didnt have a case against him. Something smells funny.

outlaw9/11/2007 6:42:14 PM

It is confusing. I understood a lot more when I read part 2 of Ms. Nordin's article. At best, he is a predator who randomly attacked two women. At worst, hopefully time will tell.

Be safe everyone.

Can someone please tell me about the GPS monitoring and what does that mean? If he has an itinerary and does not follow it, is that a violation of his probation? Citizens need to be alert and observant and watch out for this guy and report anywhere and anytime that he is seen out in public. I am going to keep my camera in my car and make sure I have pen and paper handy in the event I spot this freak. Numerous times he has been in the Shore Stop on the Southern end of Rt. 8 across from the Airport. Why would he go there instead of the one that is closer to his new home? It would be very easy for him to follow bikers and joggers on the trail for miles down Rt 8 south with plenty of driveways and hidden areas to duck in and out of. Of course there is Mowbray Park and the new schools there too. IF he is going to live here, he needs to be monitored by Maryland local authorities, not some group in another state that is so glad to be rid of him I am sure. Who was the genious that allowed him, gave him permission to move to Maryland?

Rachael9/11/2007 8:23:37 PM

Not confused, why should we report him when we see him in public? Last i heard he isn't on house arrest so he can go out in public. I can understand if you see him on a trail lurking in the woods, but come on- just because the man is at a ShoreStop? The one across from the airport is farther from my house then the other one, and i still go there. I think the people at that one are better mannered, it's a matter of preference.

I AGREE WITH RACHAEL...WE NEED NOT MAKE OURSELVES OUT TO BE THE STALKERS, JUST BE CAREFUL, KEEP AN EYE OUT AROUND YOU. MAYBE HE HAS TURNED A NEW LEAF ON LIFE, WE ARE TO BE CAUTIOUS OF HIM, WE ARE TO TAKE NOTICE WHEN HE IS AROUND, WE ARE TO TEACH OUR CHILDREN TO BE AWARE OF THE POSSIBILITIES OF THE THINGS THIS MAN ( OR THE OTHERS WE HAVE IN THIS AREA, CHECK THE RAPE AND CHILD PREDITOR SITES IN MARYLAND I WAS AMAZED AT WHAT I SAW) HAS OR COULD DO BUT, CAREFUL TO NOT MAKE OURSELVES CRAZY. HE IS ALREADY STALKING US IF WE LIVE AFRAID TO GO OUT BECAUSE WE MAY SEE HIM. IF YOU ARE TAKING PICTURES AND NOTES ECT...YOU ARE NOW THE STALKER!!!!

not confused9/11/2007 9:19:59 PM

having a camera with you to take a picture if something happens and being able to write down a license plate number if you see something suspisious is NOT stalking. Stalking is what Rice did to dozens of women in Virgina and he did it with premeditation and used efforts to conceal his identity. I am surely not seeking him out, the further he is from KI, the better. I am certain Rice will be well mannered when you run into him Rachael.

get your facts straight9/11/2007 10:37:40 PM

Dear Kent Island Commmunity,

GPS monitoring should give a general idea of his whereabouts to the agent in charge. If it is an ankle bracelet it cannot be removed unless he is willing to cut off his foot to get free. So there is some comfort in that if he is somewhere near the trails, school, residential areas, they can post officers to be on the lookout. Let's hope that the meeting between the local police and the Feds is taking place soon and that they have the technology to hook up to the GPS directly so that there's no lag between the FEDs knowing where he is and the local guys in squad cars. Otherwise, it really is important for local folks to call it in when they see him. Even in a convenience store, his location is important because it pinpoints the area directly around him. This is the best chance we have of his being caught in the act if he does go after someone. He is very good at acting friendly and harmless, but if he can't feel freedom to move around and find his favorite kind of victim, he may get frustrated and do something impulsive. This is why everyone needs to be on alert and trust that the GPS tracking is the community's best friend right now. Wherever he is, any community will face the same thing. I still think it is better for him to be in a small place. Perhaps being with his mother will help him remember his humanity. Hope springs eternal.

it is a shame no one wrote down the tag number of the truck on that fateful day in March 1996. Maybe if someone took notice of it, Alicia Showalter's killer would still be incarerated right now and we would not have a selfadmitted, out of control, violent, woman-hating predator living among us. The things he willing admits to should be enough to warrant serious concern. Is he receiving any psychiatric counseling and medication?

Eastonian (and he's still too close)9/12/2007 1:33:23 AM

I just received an email regarding this "man" today, so I am just getting up to speed on him, after finding out whether this was true. Unfortunately, it is. To Rachael, first of all, I hope you are as strong as you seem to be; just don't let your guard down. Even IF he did not murder anyone, he used his truck to shove Ms. Malbasha off her bike and to the ground; then when she fought back and he could not get her into his truck, he tried not once, but Several times, to Run her over!!! I am in the psychiatric field and believe me, someone like this, does not "change." He is a sociopath.

I especially liked his "lawyer friends" letter and their explanation of the Alford plea, which means that he acknowledged that the government had enough evidence to prosecute him, but he did not have to "admit" guilt. The DNA that "exonerates" him only means that another male had a piece of hair left in the tape (I believe it was tape in this case). It could have been someone that found them or one of the investigators; it does not mean that he was not there - it means that he is good at hiding evidence.

His father's house was in close proximetry to the Rt. 29 stoppings and killings, so he is definitely not afraid of doing these things close to home or family. He was a computer programmer in the past; he may be enrolling at Chesapeake College to update skills or get new ones.

To answer someone's question, the tags that were on his truck are invalid; if he intends on using this truck again, he needs to re-register it and buy new tags. I don't know if he would do that anytime soon, if he can use his mother's car or borrow his sister's car, etc. I wonder why his female lawyer kept his truck, instead of his sister or one of his parents.

One other thing to note is when the "stoppings" started in January of 1996, he increased his "stopping" of women very quickly, sometimes more than once daily, until the last on March 2nd, which was Alicia Reynolds. That was actually the second of that day, as well. Ladies, please notice that most of the times that he attempted to stop these women was in the early morning, or in the day time.

As far back as I could find, he is from Columbia, MD, so no one is letting him come to Maryland, as someone mentioned; he was just sent to Virginia to serve his time in federal prison. I am not sure if his dad is still in Virginia or not.

His brother in law is very nice to allow him to stay on his multi-million? dollar home. I wonder if he would be so nice if he had to put up his home for bail money?

Please email the information about this man to all of your friends, no matter where they live in Maryland/Virginia. It has been two months and I am just learning of this situation.

not confused9/12/2007 7:07:57 AM

I realized right after I wrote the coming to MD part that he was living in Columbia , MD in 1996. I see where he and his family have also lived in Calvert County in the past. Didn't he have to get permission to move to our county? On the gay issue, we know he hates women and if he did not hate gays back in 1996, I bet he hates them now after 10 years in a Federal Prison. He should have been charged with a sexual crime. To assault a woman and yell "show me your titties" and bury her head in your crotch IS a sexual crime. Because he is not a registered sex offender, we do not get to know about him. 16 days before Rice moved to Stevensville, Russell Metcalfe's property was valued at $1,176,786, most of which is the land value. The house was built in 1987, purchased by Metcalfe in Dec 2004, he has it listed as "agricultural" which means he has livestock or farming and gets a big discount in property taxes. Maybe he should put up a prison type fence to contain his new animal.

aware, not scared9/12/2007 10:58:58 AM

To Lenna Mays, Rice's mother and the county officials claiming Mr. Rice has done his time and deserves to live where he wants. I beg to differ, Mr. Rice did NOT do his time, he was charged but never convicted of several murders. Can you imagine the number of women he has assaulted and planned on abducting that no one knows about? His crimes were of a sexual nature/hate crimes and should have been charged as such.

potential witness9/12/2007 11:54:45 AM

AMEN to the above. My voice here is only one of many, and every time I post, my heart is in my throat. I have moved far away from VA and MD, and that is the only reason I can take the risk of speaking out. I try not to be too specific, wanting to be helpful without giving away my identity. I know what his lawyers will try to do to me if they ever have to face me in court - you've seen that they will claim he was exonerated when he wasn't. Just because they upset the witness so much that she gave what sounded like conflicting testimony does not mean she was lying. Just because someone else's hair was there does not prove his innocence. Yet those of us who know the truth about him pray we won't have to face testifying at a grand jury, which is supposed to protect our identity, because the judges are so concerned about the defense team knowing everything that they let our names out, more often than not. This dangerous precedent has been even more prevalent since the judge presiding over Stephen Speilberg's stalking case decided that the public had a "right to know" the horrible things the stalker wanted to do to the Speilberg family, instead of protecting them and their identity, as the law was originally designed to do. So I figure if there are no vitims' rights anymore, there should be no criminals' rights either. While I don't believe in killing people who have killed people to prove that killing people is wrong, I do believe in making killers and rapists sit in one corner the rest of their lives and think about what they have done, preferably with large photos of their victims plastered on the their walls. Victims' families should also have open access to these perps, to say or write anything they wish without fear of censor or repercussion.

In this forum, I often think about how we are all judge and jury on any given day - power to the people. I would not hurt Mr. Rice unless he got close enough for my stun gun, but if he did that, I would make sure he stayed there until the guys with handcuffs could arrive. He would not have the chance to get a knife in my ribs again. But if his brother-in-law has given him the opportunity to practice bow skills, we may be dealing with a whole different Darrell. Dear God - if only his lawyers had not taught him how to hold out for a better deal that would involve no more prison time - he could have gotten at least a few more years on the case that they claim the witness knew nothing about. Please understand that I am not anyone who cries wolf - I know the difference between petty criminals who are out for a quick buck for their next fix and Mr. Rice. He has "practiced" the best ways to scare women and the various ways of hurting and killing them. I am not obsessed with him - just determined to live to see who wins the next Presidential election. And determined that his other potential victims will have a better chance of surviving, too.

So much has happened since I first posted here, not even a week ago. Congratulations, you all. What a great community of souls.

I don't understand how he has been here for two months and we just found out about a week ago. I do feel that I need to be more cautious of my surroundings. I don't see how he will even be able to gain employment on the Island. I don't see who would hire him after he informs them of his criminal record. Anyone who would employ him would have to deal with the consequences of people boycotting their business.

ki9/12/2007 12:33:49 PM

To concerned citizen who posted 9/10 at 10:54 am, You gave the information that the house he lives in belongs to Willism Metcalfe and then you go straigt into saying he was convicted of possession in 1992, are you speaking of William Metcalfe because that is incorrect, it might be the case with Russel Metcalfe or are you talking about Rice. Please clear this up.

potential witness9/12/2007 1:49:24 PM

To WORRIED - that is exactly why I started posting here last week. It became clear that something had to be done to get the word out. I had tried and tried to get someone to tell me where he was, exactly, and if there was anyone on the case, still, since the last FBI person I had contact with had died while Rice was still incarcerated but had been very concerned about the possible release date in July up to the very end. There was at least one other attempt to try another indictment, but it didn't go anywhere, again because of witness tampering. So you can imagine how wonderful it is to feel that there might be some hope that he won't be able to just roam freely, with no one knowing who he is.

worried9/12/2007 2:34:25 PM

I feel that the local authorities have a duty to let the public know when someone who is convicted of a violent crime (such as Mr. Rice) moves in to our community. As for the murder cases, he may not have been tried and convicted but is he completly ruled out as a suspect? I know there are privacy laws but we should have been made aware of him moving to our neighborhood and maybe been told exactly how he was being monitored to at least put some ease in peoples minds. In addition, I agree that if the sheriff's office is going to post a letter from his attorneys then the prosecutors in the murder cases should be able to fill the public in on their beliefs as well. I wonder if those investigations are even being worked on anymore??

potential witness9/12/2007 3:00:41 PM

Yes, there are investigations underway and that may be part of the reason that local law enforcment as well as the feds may want to distance themselves from any speculation right now. Try to be understanding, although I know it's scary. If they do anything that can be used to prejudice the case, you can surely see that his lawyers will use it to the hilt. So we just have to trust that they are on it. My own experience with law enforcement is that they do want to protect the public, but they also have to try to make sure the case will hold up in court. So they can't go around doing and saying things that will stand in the way of collecting more evidence. In this situation, it would be good if everyone could relax a little and give them a chance to do their work. They cannot arrest him again until one of two things happens: either more evidence turns up in old cases or he does something else.

just clearing things up for ki9/12/2007 3:03:30 PM

William H and Barbara are on the Property Tax records along with Russell. Lenna Mays and Russell are both listed in the phonebook at 401 Sweetbriar Lane. Since records show William to be old enough to be Russells father, I am assuming that is who he is. Dawn Metcalfe use to be Dawn Rice when her and Darrell Rice lived in Dunkirk and Chesapeake Beach in Calvert County, just on the Anne Arundel County line, less than half an hour from Annapolis. Since her name is now Metcalfe I am assuming she is married to Russell. Yes, I do believe DDR is still a suspect in at least 1 murder and the numerous Rt. 29 Stalkings. Don't be scared, just stay aware and report or at least document anything you think is suspicious.

ki9/12/2007 4:42:26 PM

This community is surrounded in multimillion dollar homes that are filled with lots of kids. He needs to go also.

GPS TRACKING ENDS IN 4 MONTHS9/12/2007 10:45:35 PM

The GPS to my knowledge ends in 4 months. I would like to know what type of monitor this is, is it something that automatically records every movement of the criminal to be viewed later or it is something that has to be manually checked with no record of the movements inbetween those times? How accurate can it pinpoint the criminals location? To one of the many people that is wondering why residents did not know about this in advance, we do not get to know because Rice was not charged as a sexual offender as he should have been. Once again, the State of Virginia let us down. Last but not least, I would like to Thank Possible Witness. Know that many people are praying for you, not preying on you. I am sorry you had to experience the traumatic experience with Rice but know that you survived so you WON! your gonads are bigger than his, more power to you

possible witness9/13/2007 7:06:18 AM

We are all winners, together, but thank you. This sharing has made me stronger, by pressing through the fear. In response to your wondering about the type of GPS monitoring, we can hope that the Feds, with all our homeland security $$, now have the latest in tracking equipment, which would mean that he shows up on something that would look a little like an aerial map, so that the monitoring person (24-7, one would hope)could see where he is in relation to the various routes and locations that folks have been mentioning. One would also hope that he has been given a certain radius beyond which he is not to go without letting the officer know (thus the weekly itinerary). This is all best-case scenario. One wonders what happens if he is given clearance to visit his father, for example. Does anyone know if the meeting between the Feds and the local militia has taken place, as forecast in the Annapolis news story the other day? That would also indicate some hope that they are sharing resources and information.

GPS TRACKING ENDS IN 4 MONTHS9/13/2007 8:07:00 AM

The stuff about the 24/7 GPS monitor sounds good but I seriously doubt that is the way it works. I would be amazed if they had the manpower and the money to do that. If being somewhere where he is not suppose to be is a violation of probation and would send him back to jail in VIRGINA, then we, the residents need to keep a vigilant watch out for him and note the times and places we see him. Getting a license plate or partial license plate number if he is in a vehicle could be the detail that SEALS THE CASE AGAINST HIM and gets him off the Island. Lots of people are watching out for the blue truck but we doubt that is what he is driving. He has been spotted in a white car with a cane in it and supposedly spotted in the Kent Island Well and Septic truck or van. He has been seen in numerous stores on the Island too. The article in the Bay Times this week is a joke and an example of substandard/biased reporting. The article did not mention the murder of Alicia Showalter. The Bay Times did not mention this site and claims no one knows how the email and word got out. That is BULL, they know how it got it, they know about this site, they just do not want YOU to know about it. Attorney Enright says Rice has "MOSTLY" left 401 Sweetbriar Lane for doctors and job interviews. MOSTLY? MOSTLY? I think he should be escorted when he leaves the 401 Sweetbriar Lane property, I think he needs to be escorted off this Island and back to jail.

outlaw9/13/2007 8:23:10 AM

A friend sent a brief letter to the editor to the Bay Times which said we need to know what Rice's restrictions are, and they refused to print it. They print very little worth reading, but unfortunately they are the only local newspaper we have. Thankfully most people know they can get information from sites like this and local sites. Even if some of it is rumors, it's surprising how many rumors, like this one, turn out to be true.

possible witness9/13/2007 10:46:15 AM

Here is the Dept. of Corrections statute that allows a Virginia inmate to be released to live in Maryland, presumably because he has relatives here and used to live here. It's called "The Interstate Compact

for the supervision of parolees and probationers -an agreement between all fifty states, the District of Columbia, Puerto Rico and the US Virgin Islands. The Compact has the consent of Congress and provides for the sole statutory authority for regulating the transfer of adult probation and parole supervision across state lines.

The Virginia Interstate Compact Unit acts as a central authority in the regulation of interstate transfer of adult offenders on community-based supervision.

Offender Eligibility

Be a resident of or have family residing within the receiving state and have employment there. (the offender must have actually maintained residence in the requested state continuously for more than one year prior to sentencing on the current offense being supervised)

If not a resident of the receiving state and no family there, the receiving state consents to such a person being sent to their state.

Interstate Compact is a viable supervision tool which contributes to the offender's success and reduced likelihood of future criminal activity by providing an opportunity to seek improved residence, employment and social circumstances."

I just assumed the County had to be involved since they are the ones that have to deal with the criminal up close and personal. The last part of that should have read "Interstate Compact is a viable supervision tool which contributes to the offender's success and reduced likelihood of future criminal activity by providing an opportunity to HIDE." Seeking employment is one stipulation for the criminal staying here? I do not see that happening. Like the person that posted above " he needs to go "

Courteney Stuart9/13/2007 12:53:02 PM

To Possible Witness:

I am working on an update article concerning Darrell Rice, and I would very much like to speak with you. I assure you I will protect your identity. If you are willing, please call or email me. My number is 434-295-8700 ext. 236, and my email is stuart@readthehook.com.

possible witness9/13/2007 2:54:24 PM

I am sorry, Courteney, I cannot. If I were called to testify, it could ruin my credibility if I had talked to the press. I know you would try to protect my identity, but these days there is just no way of being sure of that. The only circumstance under which I would contact you is if I had reason to believe my own life were in danger from Rice or his cohorts and then I would want to tell everything I could while I could.

My purpose in posting here has not been to draw attention to myself but to make sure that people in the area have an awareness of this danger. I am in the process of getting the word out in his father’s neighborhood, too, in case permission is given for him to travel to Florida, or in case he just winds up there. It is possible that his truck is down there, since it has not been seen. His father has a closed garage where it could be, and parks his own car in the driveway. Or perhaps the defense attorney who grew so fond of him is keeping the truck in mint condition to help prove his innocence, with the restraining devices still in it that he would have used on Yvonne if she had not been able to fight him off? Pray for her and the other possible witnesses - there are many of us. Pray for him and his family. Pray for the defense team that they will truly help him by convincing him to get the help he needs, in a residential facility where he will volunteer to be monitored, 24-7, for the sake of the community. He would still have a lot more freedom and better quality of life than he had in FCI, but he just has to accept that he is not going to be able to live totally free on the outside. Parole means "community supervision," and that is what the community is doing.

GPS TRACKING ENDS IN 4 MONTHS9/13/2007 10:54:14 PM

I would like to know who are his cohorts and what is their affiliation? Fair warning to the Queen Anne County residents who rely on the Bay Times and other local papers for information on this case, further research is needed as there is much more to this case than any of them is willing to say. The picture of the criminal Rice in the Bay Times is an old one, a decade ago and he has aged while he was in Federal Prison for 10 yrs. His hairline on the top of his head has receeded a great deal and he has recently shaved the rest of his head so it could be totally clean or short stubble on the sides or he could have a wig or other disguise. He is known to premeditate, he is calculating, deceptive and takes great strains to conceal his identity. He admits changing his shirt and removing his truck tags to avoid detection and capture in the case in which he was successfully convicted. Does anyone know about the GPS monitor on television?

outlaw9/14/2007 8:01:34 AM

I hope we get some answers about what his restrictions are and how closely he is actually being monitored. Not that I would dream of violating HIS rights, now that the high school has altered their sports schedule because of him.

concerned on KI9/14/2007 9:23:21 AM

The parents should unite and form a group to supervise the areas while the kids are having their activities, especially the High School since he is literally right down the street from it, within walking distance. Kent Island could have a Town Meeting about this but there isn't a place big enough to hold all the concerned citizens and the "authorities" would be very limited on what they would be able to divulge. Possible Witness is right when she says he is under the watch of the citizens while out of prison. The move to KI was not far enough, let him move to Florida with his father.

outlaw9/14/2007 11:23:33 AM

If Rice is going to be staying put here, that's an excellent idea for the parents to form a group to supervise.

SCHOOLS IN LOCKDOWN

Worried9/14/2007 12:40:30 PM

The schools are not in lockdown. I know some people are not taking this seriously and some are. Please if you think this is all a joke then keep your untrue comments to yourself. Now the schools are getting bombarded by calls of worried parents. So whoever just posted that, please do not post anymore comments!!!

stop it9/14/2007 12:48:05 PM

The school is NOT in lockdown. That was an unnecessary rumor. Mr. Rice may well be here for awhile and if we allow ourselves to continue in panic mode then he and every other black soul wins. If however we keep our heads up, eyes open and have faith we can move forward and live life. Our Island is a great small community that looks out for each other. Those that want to float rumors for the fun of watching good people fret need to move on. You are no better than Mr. Rice or any other low life. I have been reading this blog daily in order to keep myself as up on this situation as possible. But junk like this makes me realize that this blog is as suceptible to rumor as anything else. Thanks for the wake up call. I will relax now.

Contacted9/14/2007 1:50:29 PM

Yes. They said the rumor is not true.

Thank God "THIS" rumor was not true9/14/2007 3:35:43 PM

But the next one might not be, I would not relax just yet. This "rumor" about Mr. Rice cutting off his GPS ankle monitor, hopping a bus near Kmart and crossing the bridge was not started today but it took until today to have it reported and checked out. I hope the next rumor moves a little faster and it doesn't take 2 days to have it reported and checked out.

KENT ISLAND NEIGHBOR

Reports of sightings and rumors are continuing in reference to the Kent Island resident that citizens are concerned about. Just today, the Sheriff’s Office has received several reports and numerous calls involving the subject placing him at various locations committing criminal acts. To ease your fears, I’ve included some of the rumors I have received today and the truth information.

RUMOR: The subject was attempting to stop a school bus and attack children

TRUTH: There was an incident involving a parent upset that his child was being bullied by another child on the bus

RUMOR: The police are chasing the subject down Route 50

TRUTH: No chase has occurred, vehicular or foot for several weeks

RUMOR: The Kent Island High School is on lockdown.

TRUTH: Other than the main entrance, exterior doors are to be locked as standard operating procedure. Visitors are to use the main entrance and sign in at the main office.

RUMOR: The subject is at Exxon in Chester hiding from the police

TRUTH: The subject was verified to be at his residence

RUMOR: The subject has removed his GPS device and is stalking people

TRUTH: He is home and has been all day. His probation agent visited him and checked his GPS unit. At 2 PM today, Sergeant Jones of the Sheriff’s Office also went to the residence, met with the subject and verified that he was wearing the device.

The Sheriff’s Office and allied agencies will continue to attempt to provide

the citizens of the county with accurate information to ease their concerns of

their safety.

If you get duplicate emails, I apologize; we are attempting to merge both systems.

If you have not subscribed as of today and please take the time to open the attachment

and email it back to sheriff-info@qac.org

Thank you and I hope you have a good weekend.

Sheriff R. Gery "Gary" Hofmann

9/14/2007 9:58:11 PM

Its so crazy what can be started when people feel fear, just like the one when they said someone heard a woman crying in a field by his house, Give me a break, Rice is probably reading this stuff and laughing his butt off. Maybe he is the one starting the rumors. I would bet he or his brother in law Russel wrote that comment. You don't think he reads this stuff everyday, he's got nothing better to do.

He knows everyone is watching him, he won't try anything until he thinks we stopped watching.

possible witness9/15/2007 12:27:59 AM

Thank you to the sheriff for not scoffing at the fears of the community, as some men do when women have been assaulted and naturally fear further attacks. This is not a joke, nor is it fun to think that Mr. Rice is probably reading this and enjoying it. The only reason to post here, for me, is not to incite panic but to hold him accountable, along with those who are responsible for watching him in the present and near future, and ultimately for those who are responsible for the fact that he was given consecutive sentences and then paroled without a hearing.

If one woman can be spared while he is hampered from moving freely, all the false alarms will haved been worth it. I think the caring souls of the community would agree, and would hope that there was no woman crying. Unfortunately, we don't know that for sure.

There was someone crying9/15/2007 5:34:11 AM

If you think the report of someone crying was fake, I feel sorry for you. I know for a fact it was real and I know for a fact a policeman was called and he went to where it was heard. The person who heard it thought it was a woman, I personally think it was him. I do not know how one would decipher the difference between a sobbing male versus female. It was on the night after KI found out and all the postings started. There is no other logical explanation for who it was , especially "where" it was. Maybe if you lived a little closer to him you would not be so skeptical.

9/15/2007 6:08:27 AM

If this politian heard it and others why did they not do a search of the field until they produced such a woman. What he heard her and just left? You say the person who heard it thought it was a woman but you think it was him for all you know it was a cat. These kind of rumors I think are dangerous, this kind of fear can make people react in ways they normally wouldn't.

Don't get me wrong I don't want him living here anymore than the next guy, I just don't want us as a community to go about this the wrong way.

9/15/2007 6:17:09 AM

I'm correcting myself I said politian instead of policeman. Also When you say you know this for a fact then when you know something for a fact it should be because you were there. If you were not there it is hear say.

9/15/2007 7:40:07 AM

read the prior posting and you will see that the night it was heard, the person that heard it did not know Mr Rice was here. After learning of Mr Rice, the police were called and they came out. I know because I WAS there when the first policeman came and went into the field. This is a very serious matter and I doubt many people are taking this as a joke. Yes some people may be gossiping and spreading lies, I am not.

possible witness9/15/2007 12:49:58 PM

Before I get too choked up thinking about this poor man crying in a corn field, I'm going to go see THE BRAVE ONE. Maybe it will inspire me to stop being such a wimp and get a real gun.

nameless9/15/2007 6:30:11 PM

A gun isn't the solution. If you want to protect yourself, look into a RAD Self Defense for Women class. I will kick the living crap out of him if I ever run into him again.

possible witness9/15/2007 8:46:31 PM

Do you really believe that a gun isn't the solution but your getting arrested for assault IS? Please don't do that. I appreciate your wanting to, but you would be the one behind bars then, not him.

tam9/16/2007 10:38:35 AM

I wonder when the hysteria and trampling on privacy will run out of steam. It seems like the whole community is constantly reacting to rumor and innuendo. Regardless of guilt or innocence it seems like many have given Mr. Rice the power over their lives. The rumor that he cut of his GPS and is hiding at a gas station gets passed around through threads of hysteria.

Rice or no Rice- live our lives, be aware of our surrounding and try to have the sense to separate fact from fiction. We may want to consider the possibility that their could be people out their spreading rumors or lying just to fill some emotional need of their own- and we, the Kent Island community are just getting yanked around because we are sensitive to this issue.

Yeah, Mr. Rice lives here, but every time law enforcement has checked on him he has been exactly where he was supposed to be doing what he was supposed to be doing.

I vote for sanity over hysteria!

nameless9/16/2007 11:47:09 AM

possible witness,

I truly don't think a gun is the solution for most women. What are you going to do if your gun is at the bottom of your purse? I wasn't advocating assault. Having the knowledge and skill to fight off an assault using nothing but what God gave me is a more feasible solution to most women. I wouldn't have a gun with children around, personally, but that's just me.

I'm not out for revenge for what he did to me. That's what the courtroom is for.

possible witness9/16/2007 3:39:04 PM

Nameless - I didn't realize where you were coming from. I'm not out for revenge, either, but survival. I don't kid myself that he will ever do time for what he did to most of us. I only hope that he will get desperate enough to make a mistake and get caught before he does major damage again.

I do not live in fear - I just knew that I could not stay silent after finding out he was back on the street. My only intent was to not have anyone else be hurt or traumatized. After you have gone through something like that, you just want it not to happen to anyone else. I haven't even talked about it to my family of origin - a few, very few of my friends know. So the idea of being a witness is huge. It's not something I would ever do for attention or publicity; in fact, I would avoid it at all costs. The shock of realizing that the parole had taken place so quietly was what spurred me to action.

May God bless and keep you. I won't be posting again.

Personal Safety First!!!9/16/2007 6:19:24 PM

Meanwhile, guys has anyone logged on to the Sex Offender Registry? We've got a new one at 4 Georgette Court for a 3rd degree sex offense and is listed as a sexually violent offender.

Don't lose your steam, don't waste your life living in fear, but DO be aware of your personal safety!!!!

Keep safe!

Look For Solutions9/17/2007 6:28:01 PM

Where has everyone gone I can't believe that this sight has become so quiet?

Let's look for solutions to the problems which I am sure that we can do if we put our minds to the task.Almost, anyone can be SUED for just about ANYTHING that you can think of.Just a thought in the Real Estate Field it is illegal for an agent to STIGMATIZE property for any reason, but we can assume that it happens.

Buyers are steered by friends ,relatives and even sometimes by morally minded (whomever) that reinforce them to re-examine their right to know who is living in the neighborhood.

How fair is it that those who harbor these pieces of cra* and cause a devaluation of your property while they are living there and can turn around and move the pieces of cra* out JUST BEFORE THEY DECIDE TO SELL and receive TOP DOLLAR.

I am sure that there should be some way to recoup the loss from the people who own these safe havens for scum.

Second thought DO NOT TRUST YOUR LAW DEPARTMENTS TO KEEP YOU AS A PRIVATE HOMEOWNER INFORMED OF SEX OFFENDERS MOVING INTO YOUR NEIGHBORHOOD.

I know for a fact that two neighborhoods had these turds living in them for months before they were discoverd by residents making hits on the maryland sex offenders registry or the family watchdog site and now it seems that the one on Georgette Court might be number three.

Giving the sherriff's office and the State's Attorney's office the benifit of the doubt three out of six is not bad.

GPS TRACKING ENDS IN 4 MONTHS9/18/2007 8:30:48 AM

Look For Solutions.....I think some people from here are posting on KentIsland.org under Forums there is a thread WARNING READ THIS. It looks to me like 2 of the prior victim/SURVIVORS of Darrell David Rice that were posting had a misunderstanding and are no longer posting. I also had a hard time telling where nameless was coming from in some of the postings. I am hoping it was all a misunderstanding and hope they continue to inform us and enlighten us on the danger Darrell David Rice poses to this community. One thing I have noticed in the mugshot from 10 yrs ago is how the skin overtop Darrell Rice's eyes droops down over his eyelid. This is something that you normally thing comes with age, maybe it is hereditary in the Rice family. It surely is one way to distinguish him even if he does have a disguise on, which most likely he will. GPS monitor comes off in 120 days.

possible witness9/18/2007 10:10:07 AM

Clarification: I had no issue with Nameless, who turned out to be a sister survivor. I just didn't know where she was coming from when the reference was made to kicking the daylights out of Mr. Rice if she ever saw him again - I thought it was someone in the community talking about running into him, and I wanted to discourage that. Once I understood that we were on the same page, I'd probably help her.

It looks like the reason more recent readers thought that Nameless and I had a falling out was because the kind folks at the Hook deleted part of the one just above that exchange in which someone called me a terrorist for trying to get the word out in the community when I found out that apparently no one knew where Darrell Rice was after he had been out for two whole months. That's when I decided not to participate anymore, if the discourse had deteriorated to that extent.

possible witness9/18/2007 10:31:32 AM

Further clarification - I was wrong - that happened on the Kent Island board, which is why I couldn't find it here and thought it had been deleted. No, what happened here is that someone suggested that those of us who have been trying to get the truth out about Mr. Rice were lying or otherwise jerking around the Kent Island community for our own jollies. That was what made me decide that I didn't need to put myself through any more of this.

I breathed pretty easily for most of the time I knew Mr. Rice was behind bars, up until 2005, when his lawyers made sure he would not receive any more time on his sentence. Since then, all of us who know about him first-hand have been hoping there would be some break in one of the cases, some additional evidence that could help things move forward. I know it is sad for Mr. Rice's family, who probably wonder if he will ever be able to move forward with his life. The difference here is that he has not paid his debt to society, not by a long shot. So there is that aspect of it with which we struggle. The other aspect is the here & now and the future.

I truly hope that my words have done more good than harm, and that your community is better off because I spoke up. I had never heard of Kent Island before this. It sounds like a very special place.

K.I. resident9/18/2007 12:27:29 PM

Look for solutions;

You're right, hitting his caretakers in the wallet would be the best way to make him go away.I believe the owner of 401 Sweetbriar also owns a business. If someone organized a BOYCOTT of this business it could do the trick.

I hate to be part of a "witch hunt",but these residents of 401 obviously don't care about the safety of the community.

nameless9/18/2007 2:03:26 PM

I have no issues with possible witness. If anything, I have the bond of knowing how she feels. 11.5 years and this situation still sneaks up and haunts my life.

I do think you need to keep an eye on him, but try your best not to let it take your life over. At least in your situation, you know who to look for. For 6 years my stalker was nameless, although I would never forget his face.

possible witness9/18/2007 2:43:15 PM

Thank you, nameless. Even though we may never know each other's names, we do share an unfortunate bond. We are fortunate in that we survived, and now we know the real identity of Darrell David Rice. I, too, went several years without knowing his real name.

I have never advocated this man's friends or family being hassled, boycotted, or otherwise made to feel unwelcome in their own community. I don't think you can assume that they don't care about the safety of their town or that they don't deserve to continue to live and do business there. They don't have the questionable motives of the lawyers, who have only known Mr. Rice for five years. My sister survivor and I have known him twice as long. But his family is another matter: they have known him all his life, and they probably are still hopeful that he's not or in denial that he is the monster we know him to be. Who among us wouldn't want to believe the best of our brother, son, friend? All I was asking was that the people who have direct access to him help the community to be safe by keeping him in their direct care. If they are reading this, I would hope that they would eventually want to write something reassuring or hold a press conference to state that they know how worried people are, and they will not put their loved one or our loved ones at risk by letting him roam at will, whether it's the K-Mart parking lot or the convenience store. Why can't his mother or his sister or his brother-in-law go with him, arm-in-arm, if they want to show solidarity and also show that they are committed to him not being out by himself where he could hurt someone or someone could hurt him?

Call me an impossible bleeding heart, but in spite of knowing first-hand that there are terrible people who do terrible things out there, I still believe that human problems can have miraculous solutions. We have to believe that, especially when it seems that the courts and the law may always somehow fall short of doing the right thing - either because of human error or because the system does not allow them to.

That's why I keep sending out prayers to the Rice family - that they will help heaven to help us all. Especially after the GPS comes off, they will be the the only ones who have a chance of knowing where he is at any given time. If they do believe that there's a chance for him not to go back to prison (next time for life, as many of us are determined), can they use their influence now to help him get some counseling and see if he's able to overcome his hatred of women, et.al? I'd like to see him volunteer to keep himself off the streets, for the sake of the community. Go on Oprah, or Dr. Phil. Tell them the story of his innocence, how wronged he's been. If he really wants his life back, if he really wants us to believe he's innocent, then let us see the whites of his eyes and the hear sound of his voice. I'm sure his defense team could get him the media, especially now that Kent Island has propelled these postings all over the internet. What about it, Mr. Rice?

Live On9/18/2007 3:32:57 PM

I agree that Dawn Metcalfe and her mother believe that Rice is not the monster everyone makes him out to be, that is in fact normal. The problem with attacking the Metcalfe's business is it would effect the income of so many innocent people employed by them that have nothing to do with their decision to house Rice. We need to find a way that only effects Rice.

To possible witness, nameless and any other feeling threatened or frustrated because of opposing views or beliefs---- Please don't start arguing amongst yourselves. In an open forum don't be nieve, some of those trying to throw a monkey wrench into the flow of information may be the turds, their family or friends.Remember most of them come from the same genetic cesspool, correction (septic tank)and their main objective is to try to stop you from sharing your information. Hold your head up and ignore them and know this. You are talking to me and I am listening.

To those thinking of using a firearm, tazer, self defense courses, etc., etc. My opinion-please take the proper courses on how to handle these weapons so that if you ever have to use it you will be of the mind set to use it properly and that it will not be used against you. Most of the Homegrown women of the Eastern Shore already know how to handle weapons. There are groups here on the shore that can help ensure the proper use of guns.

ALL OF THE TURDS ON THE SEX OFFENDERS REGISTRY AND RICE POSE A THREAT IN ONE WAY OR ANOTHER TO OUR WOMEN AND CHILDREN.

Just recently 9/4/07 on QATV Sheriff Hoffman stated there are 17 SOR's in the county, he has approved overtime and received grant money for video and other equipment for documentation of their whereabouts.

FACT-Two of the six SOR's on K I were Non Compliant from early July to mid to late August. Who were they watching and video taping during this use of overtime????

Thought - Can A neighborhood Watch group be formed that can have the authority to watch and video tape their inappropriate actions? if anyone can ascertain this information I am very interested ....

Thought - Is it legal to have Community Fund Raisers to assist neighbors involved in Civil Actions against these Caretakers of Turds(has acertain ring to it doesn't it)

Stay cool headed and remember we are here to work together WE SHOULD ALL FOCUS ON THE SAME GOALS.

RESPECT ALL AND FEAR NONE

outlaw9/18/2007 6:55:03 PM

Possible witness - Don't take the ridicule from some of the KI online forum users personally. Most of us are good people who care about others and want to hear what you have to say. Those who criticize often resort to shoot-the-messenger tactics when they have nothing constructive to add. They are disgusting and not worth your times. I hope you will continue to post here.

Rice's lawyer has posted another load of nonsense on the KI forum today.

Does anyone know when the big pow-wow is supposed to take place between local and federal authorities? I still want to hear officially when the monitor comes off and what his restrictions are, and as usual, can't count on the local officials to volunteer anything.

I thought I had read that the meeting was suppose to be last week. Don't you think Diedre would have said it is on longer if that was the case? I do not know how she sleeps at night, I could not live with myself. Shame that someone can want their name in the press so bad that they defend scum like this. Is his defense team trying to say he is innocent of the crimes in which he was convicted and spent 10 yrs in the Federal Pen? For those crimes alone and his selfconfessed hatred towards women, he does not deserve to walk the streets a free citizen, especially not KI. He needs to be caged.

Tam9/18/2007 8:41:39 PM

It seems to me that the longer and deeper the anonymous and vague accusations (err excuse me) "postings" go, the more it seems like tabloid bloggerism. IF Mr. Rice, is unbalanced, he sure isn't the only one.

The threads seriously questions why Mr. Rice doesn't just go on down to the KMart? Could it be the threats of violence?????- Not that anyone would properly ID him anyway. The KI sightings are about as accurate at the route 29 ones! Check with the Sheriff, if you don't believe it.

GPS TRACKING ENDS IN 4 MONTHS9/18/2007 8:56:39 PM

oh yea he just decided to do a copy cat crime.....he did 2 of the crimes for which he CONFESSED and someone else did the other 20something.....RIGHT! Why doesn't Mr Rice move to Florida or in with his attorneys that love and trust him so much. He is not wanted on Kent Island.

outlaw9/18/2007 9:51:47 PM

None of us can help what some people post, whether it be threats or tabloidish stuff or false sightings. That doesn't mean we should not share information anyway, especially since that's the only way we get any information.

tam9/19/2007 7:03:56 AM

I'm not sure to what crimes Mr. Rice confessed. I am not clear on the plea on Mabasha but he specifically did not admit guilt in the Alford plea on Shomo.

Also, he had alibis for most of the Rt. 29 sightings, much like the KI ones.

GPS TRACKING ENDS IN 4 MONTHS9/19/2007 8:28:36 AM

tam, you know darn well what he confessed to and there is no comparision to the KI "sightings" and the Rt. 29 Stalkings THAT ACTUALLY HAPPENED! Like the previous poster said in so many words " stop trying to feed us a bunch of your bull, if you want to say something answer the questions that are being asked"

9/19/2007 8:43:48 AM

There are people who spend almost a life time in prison because they won't cop a plea to something they just didn't do. They would rather spend the rest of their life in prison. Then you have Rice who his lawyer says he didn't want to, but hey he did. Why, because he didn't believe in his team of lawyers to get him off, or there was something that could be found to link him to it? Either way a plea looks guilty.

I think everyone should listen up and listen good, rumors that go around the Island make us look like a bunch of babbling idiots and helps him out in the long run. If there was a woman crying the field and the police were called they would have combed those fields until they found her, The one where he cut his GPS off and is on the loose is a even bigger joke, one of which I think he or Russel Metcalfe started because they think it is a joke.

The more fear that is drilled into the people of this Island the better chance of something bad happening, one of us doing something uncalled for. Then we won't be considered the people who were smart enough to get unwanted visitors off our Island we will be considered dangerous ourselves. Wise up use our heads.

GPS TRACKING ENDS IN 4 MONTHS9/19/2007 9:14:48 AM

There WAS someone crying in the field. I did not witness the crying but I was one of more than a dozen people who DID witness the police officers that came out and went through the field. No one said there was a dead or dying or hurt or stalked or abducted woman, just VERY INTENSE SOBBING heard in a remote area where no one should be. Go to mapquest and put in 401 Sweetbriar Lane and check out the arial view close up. All the false sightings and reports do not negate the FACTS of the crimes that have been previously committed. Future behavior is determined by past behavior.

9/19/2007 9:28:16 AM

Anyone can call the police and say they heard something they may not hear, if I remeber correctly you said you know for a fact, if you didn't hear it it is not a fact.

Don't get me wrong I am not defending the guy, I want him gone just as much as the next guy but I think rumors make us look foolish and not smart enough to deal with our sistuation.

9/19/2007 9:32:32 AM

GPS tracking who made you in charge to tell people what they can and cannot post?

GPS TRACKING ENDS IN 4 MONTHS9/19/2007 9:35:06 AM

I stated I knew for a fact the police came and checked it out. No one accused anyone of a crime here, but questioned why someone would be in that particular location. Did you look at the arial view of Mapquest? Do you know where I am talking about? Doubt it. And yes false rumors that arise at the onset of a situation like this are foolish, but that does not mean every report is false. It is natural for people to gossip and for rumors to fly. It is also natural for criminals such as Mr. Rice to repeat their crimes.

GPS TRACKING ENDS IN 4 MONTHS9/19/2007 9:38:09 AM

stick to the subject and the facts, stop trying to derail the conversation and focus away from the criminal Mr. Darrell Rice and his numerous selfadmitted ,confessed crimes.

9/19/2007 9:55:42 AM

She was on the subject of Darrell Rice as everyone is and when you say stick to the facts, is that the facts as you know them. Your trying to control the room and what people believe, you don't get to tell everyone what they are aloud to say.

possible witness9/19/2007 11:06:11 AM

Hey kids - all I can say is - Mr. Rice's attempted (and sometimes successful) abductions of women have not been limited to Route 29, as many of us could tell you. So the issue of whether he was the 29 stalker or if there was more than one or a copycat or whatever is moot.

Some day this will all reach a critical mass, and we will have a justice dept. that cares about true homeland security and they will have the resources and the wisdom to bring all the possible witnesses together and then we will have an iron-clad case against Mr. Rice. He knows this and his lawyers know this, so he should enjoy being with his mother and his sis - they both sound like nice people who have been through a lot. So if they can cook for him and counsel him (since his lawyers decided he shouldn't GET any more professional help - egads!) maybe they can get some good family time together. Please don't force him to go to Florida because it will be much harder to track him then. It's fortunate that he's in a small place - even in Baltimore it would be much more difficult to know where he actually is. The wide world out there should be grateful to Kent Island for the service you're providing. We are all safer because you are being vigilant. Even if there are false alarms - and does anyone really think that Deirdre knows where he is every minute, as she claimed on the Kent Island Post? If that's true, maybe there are wedding bells in their future. Wouldn't that be a good thing to have as part of his defense - happily married and teaching Sunday School . . .

Enjoy your freedom, Mr. Rice. Eat a lot of your favorite foods. Watch your porn. It won't be long now.

September 18, 2007

Dear Kent Island Community,

As most of you know now, this community has been in an uproar about the fact that Darrell Rice has been living with his sister, her husband and his mother since July 17, 2007.

From July 17, 2007 until September 7, 2007, Darrell Rice had been living on Kent Island, and apparently was recognized by no one. During that time period, nobody on Kent Island (or anywhere else) reported having any problem with Mr. Rice.

During that time, Mr. Rice was doing all that was demanded of him by his federal probation officers. He was wearing an ankle bracelet, going to counseling, and trying to find gainful employment. At all times, his federal parole officers knew exactly where he was, and had approved in advance where he was going. They directed him to make a plan at the beginning of every week, in which he stated where he planned to go on each day, and at what time. The federal parole officers were free to deny any of these requests. His lawyers and his family and friends thought that this monitoring was excessive, unnecessary and counter-productive. But we were wrong. The ankle bracelet disproved all of these subsequent allegations made by the Kent Island community.

Sometime after September 7, 2007, when “someone” alerted the community to his presence on Kent Island, the alleged “sightings” began. Mr. Rice was “seen” everywhere, doing all sorts of criminal acts. Schools were rumored to be shut down. Track meets were rumored to be canceled. Women were attacked, of course. High speed chases occurred. People were attacked on the trail. Mr. Rice was driving a van, wearing a baseball cap. Mr. Rice was attacking children on a school bus.

All the while, Mr. Rice was wearing the GPS monitoring device that we object to – and he was at home. None of your community’s “sightings” of Mr. Rice have been accurate – not a one. As soon as we learned that your community was in an irrational frenzy, we insisted that Mr. Rice stop attending counseling, and we insisted that he stop seeking employment -- for his own safety.

Darrell Rice was publicly accused of the Route 29 stalkings only after the same photo that you have seen was released by Attorney General John Ashcroft, identifying him as the Shenandoah National Park murderer – which we now know he wasn’t, due to DNA, additional forensic evidence, witnesses, documents, etc. But the government didn’t care about the fact that the DNA wasn’t Darrell’s at that time, and they used John Ashcroft to plaster his photo everywhere.

Of the more or less 20 Route 29 Stalker “victims”, most women did not identify Darrell Rice in 2002 as being the man who stopped them in 1996. Darrell Rice had alibis for nearly all of the Route 29 stops – and his alibis were known to the government, in the form of phone records, counseling records, probation records and work records. Two of the women who actually rode with “The Stalker” said that Mr. Rice was NOT the man that gave them a ride. Still, the government proceeded, praying that the drama of a few in-court identifications would overpower the less-emotional alibi evidence to most of the stops.

And so we thank the federal government for the ankle-bracelet he now wears, even though we continue to consider it unnecessary. It has proved our point. When you identify someone publicly as a serial killer, even falsely, you will invariably generate additional false accusations. The Kent Island Community has delivered countless eyewitness sightings of Mr. Rice, engaged in all manner of criminal activity, and every one of them has been wrong.

Sincerely,

Darrell Rice’s Attorneys

possible witness9/20/2007 4:36:36 PM

I agree with you in being grateful for the ankle bracelet, but not for the reasons that you state. I don't know if Mr. Rice is a serial killer or the Route 29 stalker. I have stated only that I know he is capable of both. You have different opinions, clearly, and you are welcome to your opinions, even if you are getting paid to have them. NO one is paying me to tell what I know. I am responsible for my own safety, and you'll have to pardon me if I also care about the safety of the folks living much closer to Mr. Rice's current residence than I do.

If you want people to stop having so many erroneous "sightings" of your man, hold a public press conference, reporters only, or with a cadre of deputies to protect him, and let people see what he currently looks like. Let the Balt-Wash TV cameras come and put him on the news, standing there all clean-shaven and dressed up while you declare his innocence. Then maybe people will be able to accurately detect whether it's Mr. Rice they're seeing or not. Advising him to hide like his former or future victims is not the answer for him any more than it is for us. His choices somehow seem much easier than ours. Is that really how it should be?

GPS TRACKING ENDS IN 4 MONTHS9/20/2007 4:37:47 PM

To Darrell Rice's attorneys....why don't you answer some of the questions people have about Mr Rice instead of repeatedly posting the same generic bull. Why don't you comment on the crimes in which he confessed and served 10 years in a Federal Prison and his admitted hatred and terrorizing and harrassing and stalking of numerous women?

GPS COMES OFF IN 116 DAYS9/20/2007 5:31:44 PM

ISN'T THAT RIGHT?

9/20/2007 6:10:42 PM

To Rice's Attorney

I hear you and I feel your pain, just as I know you have felt ours. If you are so concerned with his safety then move him to safe house of some sort. I'm sure the women he attacked feel their lives are now turned upside down since his release. You don't seem to have the same compassion for their discomfort.

possible witness9/20/2007 6:38:57 PM

If you read back over the claims made by "Rice's attorneys," designed to make Kent Islanders look as ridiculous as possible for their concern, none of them have appeared on this posting. There have been no postings here of anyone accusing him of a crime, of attacking children at school or women on the trail or high-speed chases. Notice they did not deny the claims that he was sitting in K-Mart parking lot or that he was very upset when his blissful existence was disturbed. They only deny things that haven't happened, just as Mr. Rice only confesses to things that he knows the prosecution can prove, unless he's talking to his pals, or those he thinks he can trust.

This is all too bizarre, as my life has been, ever since crossing paths with Darrell Rice.

possible witness9/20/2007 7:29:41 PM

For the record, I should say that even if I knew for sure that Mr. Rice is NOT the 29 stalker and did NOT kill any of the women he is under investigation for killing, I would still have posted here. If you go back and read my original posting, you'll see that I simply wanted to know where he was. I had heard that he was either with his family somewhere in rural Maryland, or living in Baltimore, or perhaps would go back to Charlottesville at some point to collect his truck. A tragic thing had happened to a woman only miles from the prison where he was released, less than a week after he was out. I didn't mention that because I didn't want to alarm anyone. I just wanted to make sure his family anyone exactly where he was. And all this resulted.

Does anyone ever think about Martha Stewart wearing that ankle monitor after her ridiculous prison time, and yet she never complained, just grinned and bore it?

tam9/20/2007 8:02:05 PM

To Possible Witness-

It seems like much of the tenor of this sight is fueled by you. So I have to ask, WHEN and WHERE did your path cross with Mr. Rice. Did you know him way back when? What can you offer to substantiate your credibility? In the anonymity of the web, you could be anyone, even the real route 29 stalker. How would anyone know? How is is possible the the feds or Prince William prosecutors did not cleave onto you to save their case(s)like the saving grace you surely would have been if your claims are true?

9/20/2007 9:08:55 PM

There has been more than one witness posting as to Mr. Rice's vicious capabilities however they are not the catalyst. Mr. Rice's presence on Kent Island is the fuel to this fire. This fire will not go out until Mr. Rice goes far away.

outlaw9/20/2007 11:37:22 PM

I appreciate your posts, possible witness. Even those who scoff are reading which belies their professed boredom with this subject. Obviously you are motivated to speak out about this because it is the right thing to do, even though it isn't easy. Many of us are listening.

possible witness9/21/2007 2:27:48 AM

TAM - I have little influence on the "tenor" of this site - if you read what I'm really trying to say, I am often the voice of reason. I have never advocated anyone stalking Mr. Rice or boycotting his family business or living in fear - I just want his family and the authorities to take responsibility for him. I don't call him names or suggest that he should be killed or maimed or kept from gainful employment or from enjoying time with his friends and family. I just want him not to have his pick of victims as he once did.

If you think I'm the Route 29 stalker, perhaps you are Mr. Rice himself. That's about how much you know about women, if you think my postings could be written by a man. And if you think I'm going to give away any more information about where & when so that my testimony would be worthless to the prosecution, well, good try.

9/21/2007 5:54:55 AM

Thats funny because I have often thought that tam is Rice or Russel. So could it be the pot calling the kettle black.

Tam9/21/2007 7:37:55 AM

A successful politician once told me- "Answer a different question than asked, or a question that was not asked". Well done possible witness.

No I am not Rice, No I am not Russell. In fact, I am a women. A women who took the time to research large portions of the Lollie and Julie murders, and even talk with Mr. Heblich. What I have seen has made me skeptical, to say the very least.

The thing I really don't get is if your testimony is so valuable, why was it not used to keep the either of the cases moving forward. That seems to be where the value is/would have been.

Also, my inquiries to the authorities regarding Rice's internet access lead me to believe he is not reading these posts.

Tam9/21/2007 7:44:08 AM

oops- I have referred to my self as a women-

While I could stand to lose a few pounds, I am in fact a womAn- singular. I am not unbalanced enough or egotistical enough to think of my self as two people. I am just prone to typos. Now- would a MAN think to self correct in such a format?

GPS COMES OFF IN 115 DAYS9/21/2007 8:01:31 AM

I have always got the impression that Tam is Dawn Rice Metcalfe, Darrell's sister.

9/21/2007 8:08:48 AM

Was it a typo tam or was it a slip, men-man?

9/21/2007 8:15:01 AM

Why can't we post our opinions and respect the opinions of others. That is way I feel tam is Rice or Russel, because there is such a need to attack the opinion of possible witness. This is getting crazy. I got into a big disagreement with a family member over Rice, and he just ins't worth that to me.

9/21/2007 8:18:10 AM

2 shootings in last 24 hours at Dover College and several women stalked and raped at University of Maryland. I would love to know more details on the woman that had a tragic incident within a few miles of the prison just days after Darrell was released.

tam9/21/2007 9:10:28 AM

Nope- Not Dawn Metcalf Rice- But I, like many others, feel for her and can only imagine the toll it has taken on her, her family and ALL the families.

In that respect, possible witness and I agree.

possible witness9/21/2007 12:22:32 PM

I agree with the unknown poster who said that they are really needing to make me go away, because I'm outside the realm of what they thought they knew about all the possible witnesses.

I know eveybody thinks the Feds are inept, but hasn't it occurred to anyone that they could have kept looking for other witnesses out there who knew things that were not known in 2002, and that they wanted Mr. Rice to do the Alford plea instead of using up more witnesses, to see what his threshold was and to find out if he would prove his supposed innocence by refusing to cop to things he knew he didn't do? As someone else has wisely pointed out, there are many cases of innocent people convicted of crimes they didn't commit who would go to their death before they would plead ANYTHING to a crime they didn't commit. If Mr. Rice wanted so badly to clear his name, why didn't he go against his attorneys and stick it out, even risking extra jail time, rather than admit that the evidence was there to convict him?

Tam, your gender doesn't really matter to me, but you must have a personal interest in this case or you wouldn't be playing the devil's advocate with such glee. And if you knew all that you think you know about Lollie and Julie's killer, you would know that it's actually more likely to be Darrell Rice than the Route 29 stalkings or Alicia's murder. Not that he couldn't have done them all, but if I could give you more background on my case, you would see right quick the parallels.

The details on the woman in Virginia will eventually come out. Her death may or may not be connected to Mr. Rice, but as you say, it is wise to be alert of anything that has happened to women within his possible reach. That is why I was initially alarmed and knew I had to try to find out if anyone knew for sure where he was or had been.

Thanks again to all who have posted. If any have been Dawn (and I don't think so - from what I know of her, she would be too much of a lady to get involved in this virtual brawl, even though I know she wants to believe the best of her brother) - I mean you and your family no harm. I do not believe in the death penalty. I know that I could not bring yourself to shoot your brother even if we were face-to-face again. I don't belief in that eye-for-an-eye stuff. That's God's bailiwick. That's why I can't get a gun - I learned from Jody Foster that the only way I could make myself into a killer would be to shoot first and ask questions later. But I couldn't - I would hesitate and that split second would be my doom. So I really am better off with this stun gun - I would use that in a New York minute once I saw it was him, because I know it probably wouldn't be lethal, unless he has a weak heart. So I really don't want anyone to harm him. But I do want him safe from hurting anyone else. I'd even give him an electric guitar or some dirty movies to play in prison, if that would make him happy. But I do want him off the streets, period, not just gone from Kent Island, because anywhere he goes would be the same. And he knows better than anyone that his real debt to society is to do whatever it takes to keep himself from doing more harm.

I apologize if I've kept anyone up at night. I sleep in shifts, myself, always feeling safer when there is someone else around, even strangers. That's why I say - don't travel alone if you can help it, and always let someone know where you're going and when you should be back. Cell phones may be Mr. Rice's downfall - and the internet. Think how much faster the word can get out now than a decade or so ago?

tam9/21/2007 1:11:37 PM

Not personal- academic.

No glee here. There is nothing gleeful about any of this.
